| With the increasing demand for green and low-carbon development in China’s building sector,passive ultra-low energy buildings have gained widespread attention for their high energy efficiency and excellent comfort.As an important vehicle to help achieve the double carbon goal in the construction field,various regions in China are actively promoting the construction.As one of the first provinces to build passive ultra-low energy buildings in China,Hebei Province is in the first echelon of the overall promotion and development scale in China.However,the overall construction situation shows a certain uneven development trend,and the related industries are in the key transformation and upgrading stage of accumulation,climbing over the hurdles,and the overall scale promotion trend of the province as a whole has a long way to go.Therefore,it is necessary to systematically analyze and study the factors affecting the promotion of passive ultra-low energy buildings in Hebei Province,so as to find a scientific and reasonable development strategy,which can,on the one hand,enrich the theoretical basis for the development of ultra-low energy buildings in Hebei Province,and on the other hand,provide certain references and suggestions for the subsequent rapid realization of the large-scale promotion and construction process in Hebei Province and the continuous consolidation of the regional layout of the relevant industries.The study systematically uses qualitative and quantitative analysis methods to analyze the factors influencing the promotion of passive ultra-low energy buildings and countermeasures in Hebei Province.Firstly,through studying and combing relevant literature,the technical characteristics of passive ultra-low energy buildings and the overview of relevant theoretical methods are explained,and the development history of passive ultra-low energy buildings in China and the current situation of the promotion and development of passive ultra-low energy buildings in Hebei Province are reviewed and understood to provide a theoretical basis for the following factor identification and analysis.Secondly,the factors affecting the promotion of passive ultra-low energy buildings in Hebei Province are identified through interview research and the proceduralised grounded theory research method.Through the process of open coding,axial coding,selective coding,and theoretical saturation test,one core category,four main categories,and 19 initial categories were obtained to construct a theoretical framework model of the influencing factors for the promotion of passive ultra-low energy buildings in Hebei Province,and finally 19 influencing factors for the promotion of passive ultra-low energy buildings in Hebei Province were obtained.Thirdly,by establishing the DEMATEL-ISM multi-layer recursive structure model,the interrelationship and importance of the influencing factors are systematically analyzed and sorted out from the perspective of attribute analysis,hierarchical analysis and comprehensive analysis by combining DEMATEL-ISM analysis and MICMAC analysis.In addition,the entropy weight method combined with the importance of DEMATEL and ISM analysis results to calculate the comprehensive importance index,and through systematic analysis,nine key influencing factors such as governmental support,various types of cost effectiveness,construction product quality,governmental supervision,and promotion and publicity effect were derived.Finally,based on the results of the factor analysis,practical strategies are proposed in six aspects: strengthening government support,implementing local supervision,optimizing incentive mechanism,controlling cost effectiveness,enhancing publicity effect,broadening public awareness,cultivating technical talents,growing team size,consolidating industrial layout,improving product supply,strengthening technical support,and guaranteeing product quality,in order to provide some theoretical ideas and references for the large-scale promotion and construction of passive ultra-low energy consumption buildings in Hebei Province.The aim is to provide some theoretical ideas and references for the large-scale promotion of passive ultra-low energy buildings in Hebei Province. |
