A Study On The Classification And Development Of Rural Areas From The Perspective Of Global Resource Management

Under the rural revitalization strategy,new requirements are put forward for rural planning,and village classification and development guidance is one of the basic tasks for rural planning in accordance with local conditions and the current situation,and also one of the tasks for the compilation of territorial space planning.At present,the classification and development of villages in counties(cities)are mainly focused on the type division of residential areas,and there are relatively few studies on the classification of villages in the whole region.Due to the traditional bottom-up rural planning and compilation model lacks the overall planning of regional resources and the control and guidance of rural development,it leads to many problems,such as inaccurate rural function positioning,insufficient attention to resource waste,unreasonable spatial layout,and not prominent value characteristics.With the deepening of the whole-space management and control and the integration of multiple plans in the field of rural planning,it is inevitable to conduct village classification and guidance from the perspective of whole-area resource management and control within the county area.Based on this,this article from the urban and rural planning,economic geography,land resources management,and other multi-disciplinary perspective,using gis spatial analysis method,analysis method of mathematical statistics and logical reasoning method combining qualitative and quantitative methods,such as,to the resource environmental bearing capacity and the national spatial suitability evaluation "technical guidelines for the main technical path,based on the resources of the" double evaluation "is discussed control strategies and control under the perspective of global resources within the scope of the county village,classification and development lead question.The main contents include :(1)the thinking of village and development guidance from the perspective of global resource control.This paper analyzes the function and path of the "double evaluation" as the basic work for the development of resource control countermeasures,analyzes the main technical route,evaluation system,indicators and methods,and then discusses how to take the evaluation result as the basis and train of thought to guide the classification of villages in the county area from the perspective of county resource control.(2)based on the "double evaluation" of zaoyang city resources and environment characteristics analysis and control path.Taking zaoyang city in hubei province as an example,this paper analyzes the county area of zaoyang city by "double evaluation",and puts forward the countermeasures and emphases of resource management and control in the whole region,as well as the enlightenment to the rural development.(3)based on the perspective of global resource management and control,this paper proposes the classification and development guidance of villages in zaoyang city.According to the result of the "double evaluation",build the village classification principles and classification system,according to the three dimensional function zaoyang villages can be divided into ecological control-protection village,agricultural development-increases village,-communion village and rural town construction coordination-transformation of village,according to different types of village discusses the idea and direction of its development.Through the angle of view,method and technical innovation,based on the research on the relationship between the rational allocation of resource elements and rural development at the county level,this paper aims at finding the correct position of villages,saving resources,reasonably planning the layout of villages and spatial management and control,it is of theoretical significance and practical value to realize the revitalization of rural classification,resource protection and sustainable development.
