Research On The Classification Of County Villages And Village Planning Strategies From The Perspective Of Rural Revitalization

The "Strategic Plan for Rural Revitalization(2018-2022)" of the Central Committee of the Communist Party of China and the State Council pointed out that it is necessary to follow the law of village development and the evolution trend,and promote rural development by classification.As the carrier of the vast rural areas in my country,the county area is the main battlefield for the realization of rural revitalization.With the successive promulgation of relevant documents,it is clearly necessary to "establish the leading and dominant position of rural construction planning in the county(city)area",and the practice of zoning and classifying villages.Based on this background,this paper evaluates and categorizes county villages and discusses the planning and development strategies according to the categories,in order to promote the revitalization and development of villages with regional characteristics,and provide reference for the research on the classification and development strategies of villages in other regions.theoretical and practical significance.Based on the idea of "theoretical research-system construction-empirical research",this paper takes Pingjiang County as an example to classify and discuss the 492 administrative villages within its county,from three aspects:agricultural production function,non-agricultural production function and ecological cultural function.Dimensional selection of indicators is used to construct the evaluation and classification system of village leading functions in Pingjiang County.The indicators are screened by expert scoring method,and the weight of indicators is determined by entropy weight method.On this basis,the Standard Revealed Comparative Advantage Index(NRCA)is used to determine the leading functions of each village in Pingjiang County and classify them by type.According to different types,targeted development strategies are proposed to provide reference for Pingjiang County and other county-level villages.The results of the study are as follows:(1)Taking 492 administrative villages within the county area of Pingjiang County as the research object,according to the three main functions of production,living and ecology undertaken by county villages in the regional social and economic development,the actual development status and data analysis of Pingjiang County are used as the research object.On the basis of the expert scoring method and the analysis of the entropy weight method,starting from the three dimensions of establishing agricultural production functions,non-agricultural production functions and ecological and cultural functions,a total of 20 secondary indicators were selected to clarify the leading functions of village development.Rationally determine the direction of village development,and comprehensively build a classification index system for evaluating the leading functions of villages in Pingjiang County.On this basis,the rural revitalization and rural regional system,the classification of dominant functions of villages,and the optimization path of functional village classification are discussed in depth,which lays a solid foundation for the next step to propose the optimization strategy of county-level village classification.(2)According to the different functions of the villages,as well as the different forms and intensities of the functions,the administrative villages in Pingjiang County are divided into agriculture-oriented,industrial-oriented,ecological and cultural-oriented,agro-industrial complex,and agricultural tourism complex.There are seven types:industrial and travel complex type,functional complex type.On this basis,through a systematic introduction to the status quo and basic characteristics of the five aspects of Pingjiang County’s location conditions,natural conditions,population conditions,economic conditions and tourism resources,as well as the basic overview of rural development,and at the same time,based on the index system,the dominant function of the village is evaluated.,and calculate the dominant function according to the NRCA formula.According to a single function,a total of 246 agricultural function-oriented villages,190 non-agricultural function-oriented villages,and 190 ecological and cultural-oriented villages were designated.From the results of the multi-functional combination,a total of 158 agriculture-oriented types,97 industrial-oriented types,98 ecological and cultural-oriented types,47 agricultural-industrial complex types,48agricultural-tourism complex types,and 45 industrial-tourist complex types were delineated.(3)From the perspective of rural revitalization,according to the evaluation results of dominant functions,combined with the external conditions and internal characteristics of county villages and the actual situation of each township,research and discuss the development strategies of 6 different dominant function types of villages.Seek to solve the problems of the village in terms of spatial structure,resource utilization,industrial development and functional layout:agricultural-oriented villages should dig deep into the characteristics,enhance the brand effect,and form differentiated competition;industrial-oriented villages should promote the integration of production and villages and strengthen the space Remediation;ecological culture-led villages should increase publicity efforts,adhere to the principle of public participation,and advocate fast travel and roaming;agricultural tourism complex villages should clarify their industrial positioning,protect the ecological environment,and improve supporting measures;agro-industrial complex villages should pay attention to the scale effect.Combined with ecological benefits;industrial and tourism complex villages should fully empower industrial products and heritage sites,and fully develop in conjunction with the tourism industry.
