Research On The Formalism Problem Governance Strategy Of Small Town Environmental Comprehensive Improvement

Comprehensive improvement of the environment in small towns depends on Construction in three parts and management in seven.As the most direct executor of the comprehensive environmental improvement of small towns,the grass-roots government is the practitioner and guardian of the control policy,and also the last kilometer of the policy implementation.To a certain extent,the spread of formalism will hinder the overall development of rural revitalization,weaken the credibility of the government,destroy the image of the government,corrupt the social atmosphere,and have a bad impact on the society.Starting from the domestic formalism background,this paper briefly introduces the domestic research status.On this basis,it focuses on the comprehensive environmental improvement of X town in L City as the breakthrough point,introduces the main performance of formalism of X town in the comprehensive environmental improvement of small towns,and analyzes the existing problems and causes.Combined with the actual situation,we should formulate targeted environmental remediation strategies.This paper first expounds the background and significance of the topic,combs the domestic research review and related theoretical basis,puts forward the research methods and methods,and explains the concepts of small town,formalism and comprehensive environmental improvement of small town.Secondly,it introduces and summarizes the basic situation of X town in L City and the specific performance of formalism in the comprehensive environmental improvement of small towns.It concludes that x town in L City mainly has four aspects of formalism performance,namely,the "communication" governance,"shock" governance,"forced" governance and "rough" governance.Finally,through field investigation and interview,we find out the causes of formalism of small town environmental comprehensive improvement in X town of L City,and put forward the corresponding governance strategies.It is found that the formalism of small town environmental comprehensive improvement in X town of L City is mainly caused by four different levels: superior department,grass-roots government,individual level and social level.The model of examination and acceptance and the fuzziness of task target at the level of superior department;Secondly,the ineffectiveness of the reward and punishment system of the staff at the grass-roots government level and the lack of the quantitative ability of the staff;The results of individual leadership,the values of grassroots and the social environment lead to the final formalism.Based on the causes of formalism of small town environmental comprehensive improvement in X town of L City,this paper puts forward the corresponding governance strategies: first,simplify the task and clear the goal;The second is to improve the acceptance mechanism and weaken the vestigial way of acceptance;The third is to ensure the reasonable interests of the staff;Fourth,cultivate correct values and consciously safeguard public interests;Fifth,improve the accountability mechanism and its supporting measures to restrict the choice of behavior;Sixth,improve the number and ability of staff to increase efficiency;The seventh is to strengthen propaganda and improve the awareness of mass participation;The eighth is to open the path of decisionmaking and guide the masses to participate in governance;The ninth is to unblock supervision channels and accept public supervision.
