Study On The Small Towns Ecological Governance Under The Background Of New Urbanization

As the national urbanization strategy advances in depth,the economic and social development of small towns is rapid.At the same time,various ecological and environmental problems in small towns are gradually emerging,which not only exacerbates environmental conflicts between small and diverse social entities in small towns,but also restricts small towns.Sustainable development of the economy and society.The traditional government-led ecological management mechanism and mode have repeatedly failed to control the ecological environment of small towns.Under the background of social transformation and globalization,ecological governance of small towns faces many dilemmas and challenges,and it is difficult to effectively solve the ecological environment problems of small towns.This has become an important factor restricting the "new urbanization" strategy,and slowing down the"steps" of small town residents' pursuit of a better life.It is also a problem that is difficult and urgently needed to be solved before the local government.So how to effectively deal with the challenges and governance dilemmas faced by ecological management in small towns and realize the "good governance" of small towns?Or,what kind of governance concept is used by small towns,governments,enterprises.towns and villages,and environmental protection organizations to enter the field of ecological governance,to reflect and play their specific roles and functions?And governance system to promote ecological governance?Obviously,studying these issues will not only help the improvement of ecological governance modernization theory,but also contribute to the improvement of ecological governance practices in small towns.Because of this,these problems naturally constitute the central topic of this study.This research mainly uses literature analysis method and case study method to collect relevant theoretical and practical data,and finds important information contained in the data through case review.and analyzes the generation mechanism of ecological governance modernization in small towns,and from four The dimension realizes the theoretical construction of modernization of ecological management in small towns.At the same time,combined with the practice of ecological governance in the Yangtze River Delta region,the specific path of ecological "good governance"in small towns was proposed.The following four points are the core research findings of this study:First,the formation mechanism of ecological governance modernization in small towns.The complexity of the ecological environment of small towns reflects the deep roots of the formation of ecological problems in small towns.It is influenced by multiple factors such as social structure,rational choice and cultural psychology of small towns.How to manage the ecological environment of small towns,the ready-made theoretical framework does not give a clear answer,which requires the modernization of ecological management of small towns under the background of new urbanization,so as to realize the transformation of ecological governance modernization of small towns.Based on the research on the connotation,structure and formation mechanism of governance modernization,this study divides the modernization mechanism of small towns into four dimensions:the governance concept based on green development,the governance subject based on composite structure,and the behavior based.Means of governance,governance systems based on sustainable development.Second,the dilemma and cause analysis of ecological management in small towns.In the historical process of ecological management in small towns,although we have experienced some setbacks,we have accumulated valuable experience in governance.In the new historical period,the ecological management of small towns is facing severe challenges.New urbanization puts higher demands on the development of small towns and becomes an important era background.At present,the dilemma of ecological governance in small towns in China is mainly manifested in three levels:the weakening of ecological governance actions in small towns brought about by the layered attenuation effect of government environmental protection;the lack of ecological protection laws brings the direction of ecological governance modernization.Lost;the diversified subject environmental interests caused by the failure of multi-agent ecological co-governance.These governance dilemmas have deep-seated reasons,both conceptual and subjective,as well as behavioral and institutional.In terms of conceptual reasons.the main body of the governance lacks the concept of green development,and the roots of ecological management in small towns are "weak";in terms of subjective reasons,it is manifested in the "Matthew effect" and ecological co-governance in the practice of ecological governance in small towns.The weakening of public participation;in terms of behavioral reasons,it is characterized by the lack of democratization,rule of law,civilized and scientific ecological governance;in terms of institutional reasons,it is manifested as institutional supply,coordination mechanism,participation system and target responsibility system.At the system design and implementation level,it failed to effectively solve the dilemma of ecological governance in small towns,which aggravated the imbalance of environmental interests coordination in small towns.Third,the construction mechanism of ecological governance modernization in small towns.In order to effectively solve the dilemma of ecological governance in small towns,this study elaborates the construction mechanism of ecological governance modernization in small towns.First of all,the green development concept and the cultivation and application of the town and village ecological culture are the core elements of the modernization of the ecological management concept of small towns.It is committed to the ecological "good governance" pointed to by green development.Secondly,through the construction of small towns and multiple subjects The complex ecological governance framework to correct the unequal status of the multiple governance entities in small towns and regulate the roles and functions of the various ecological governance subjects.It is committed to solving the problem of cooperation and co-governance of multiple entities in the ecological governance of small towns;Based on the consensus of environmental interests of urban multi-ecological governance,the logic of democratization,rule of law,scientific and civilized is implemented in the practice of ecological governance in small towns.It is committed to the modernization of ecological management methods and means in small towns;Finally,it advocates the conception of government and market integration through the institutional construction and institutional innovation of ecological management in small towns,the construction of new systems,and the co-ordination of both market and government forces.It is committed to modernizing the ecological governance system of small towns.Fourth,the transformation path of small towns' ecological "good governance".Based on the modern construction mechanism of ecological management in small towns,combined with the practice of ecological management in small towns in the Yangtze River Delta,this study finally proposes a concrete modern transformation path for ecological win-win environment for environmental protection and public service.
