Research On Improvement Of Eclolgical Environment Governance Ability Of Township Government In L County,Guangxi

In recent years,with the implementation of Rural Revitalization Strategy and the promotion of urban-rural integration,governments at all levels attach great importance to the construction of rural ecological civilization,and take diversified measures to manage the rural ecological environment,which improves the environmental quality of rural areas to a certain extent.However,due to too many historical debts,China’s rural environmental problems are still serious,and environmental protection can not keep up with the development of economy The pace of economic development has become a restricting factor.Therefore,in order to realize the comprehensive revitalization and sustainable development of the countryside,it is necessary to strengthen the governance of the rural ecological environment.As the leader and the first responsible person of the rural ecological environment governance,how to give full play to the ecological environment governance efficiency of the township government has become a problem worthy of our in-depth discussion in the process of rural ecological environment governance.Based on this background,this paper takes the theory of multi governance and service-oriented government as the theoretical analysis tools,adopts the methods of literature analysis and field investigation,and takes the township government of L County in Guangxi as the research object to study the ecological environment governance ability of township government.Through the investigation,it is found that the township government of L County has taken a series of targeted governance actions in the governance of rural ecological environment,and achieved the corresponding governance results.However,in the process of carrying out various governance actions,L County township government’s ecological environment governance ability shows many deficiencies,such as the weak implementation ability of environmental policy,the poor supervision ability of environmental pollution,the weak guarantee ability of environmental governance,and the limited integration ability of cooperative governance.There are many reasons for the lack of ecological environment management ability of L County’s township government,including the low comprehensive quality of township government’s environmental management personnel,the difficulty of introducing environmental management professionals,the single source of environmental management funds and the lack of guarantee,and the imbalance of township government’s environmental management rights and responsibilities.In view of the existing problems of L County’s township government’s ecological environment governance ability,this paper puts forward four countermeasures: first,to improve the comprehensive quality of township government personnel and strengthen their environmental policy implementation ability;second,to improve the township government’s environmental governance supervision system and enhance its environmental pollution supervision ability;third,to increase the investment in environmental governance resources and improve the township government’s environmental governance guarantee ability;fourth,to improve the township government’s environmental governance guarantee ability It is to improve the environmental "multi governance" mode and enhance the integration ability of township government.
