| The current governance system for major rivers in China is becoming increasingly perfect,and the ability to resist risks,challenges,and pollution has been greatly enhanced with the widespread application of ecological and environmental protection concepts.However,the governance of small watershed rivers is relatively lagging behind.Compared to large rivers,small watershed rivers have a large area,low investment,and incomplete infrastructure for flood control.Without effective governance of small watershed rivers,the pollution of large rivers cannot be eradicated.Only through systematic governance can the effectiveness of governance be fully highlighted.With the increasing attention of the country,the number of engineering projects for small watershed river management is gradually increasing,and quality issues are also becoming increasingly prominent.Therefore,this article takes the comprehensive management project of small watershed river water environment as the research object,analyzes the key factors that affect its engineering quality,and proposes targeted strategies to improve the engineering quality.Firstly,through relevant literature review,the characteristics of small watershed river management projects are systematically analyzed.Taking the water environment comprehensive river regulation project in S County as an example,the quality issues of the water environment comprehensive river regulation project in S County were analyzed through comprehensive methods such as visiting and researching,expert interviews,etc.,laying the foundation for exploring the factors affecting the quality of the small watershed water environment comprehensive river regulation project.Secondly,through on-site visits to relevant engineering and technical management personnel,combined with literature materials,24 factors affecting the quality of comprehensive river management projects for small watershed water environment were analyzed.Through questionnaire surveys,14 factors with significant impact were identified.Then,using the Analytic Hierarchy Process,establish a hierarchical architecture model.Classify 19 factors with significant impact to form 4 primary indicators,including reasonable selection of schemes,quality management system,quality supervision system,construction quality control,and main engineering quality;14factors with significant impact are used as secondary indicators.Finally,calculate the weights of each influencing factor,identify the 7 most critical factors that affect quality by drawing Pareto diagrams,and propose targeted improvement strategies for the 7 major aspects of small watershed water environment comprehensive river management engineering.This article is dedicated to studying the quality of small watershed water environment comprehensive river management projects,providing reference for the quality management of small watershed water environment comprehensive management projects.It is hoped that more and more experts and scholars can pay attention to such projects,which is conducive to improving the quality of water environment management projects and truly achieving fish flying shallow at the bottom,clear water and green banks.This article has 10 figures,25 tables,and 61 references. |
