Both urban and rural dual characteristics of small towns,is China’s masses of working people in the reform practice in the new period of creation and development of small cities and towns to solve the problem of "agriculture,rural areas and farmers",accelerate the comprehensive construction well-off society,however,with the speeding up of urbanization process,the small town gradually began to appear "environmental problems,the function is not too perfect,weak gathering population,the country radiation ability is not strong",promote the comprehensive improvement of the small towns,can to a great extent,to solve the difficulties for small towns development in our country.In September 2016,zhejiang province put forward the concept of comprehensive improvement of the environment in small towns,aiming at how to make up the shortcomings of the development of small towns,improve the management level of small towns and improve the rural living environment through comprehensive improvement.This paper is devoted to research and solve the problems in the process of promoting the comprehensive improvement of the environment of small towns,summarize the experience and countermeasures,and provide effective theoretical guidance and technical support for the development and construction of small towns in the later period.Paper will be based on the province’s first create a "comprehensive environmental control in small towns demonstration villages and towns",one of the zhejiang dongyang SanDan township as the research object,understand the SanDan township of small towns environment comprehensive improvement of the progress of the work,through on-the-spot investigation visit,questionnaire survey,analyzed SanDan township in the process of the implementation of small towns environment comprehensive improvement action to encounter all sorts of problems,such as renovation project progress is slow,engineering exist hidden danger;The grassroots law enforcement force is insufficient,and the conflict between cadres and the masses intensifies;The planning lacks foresight,the town looks the same;Village and town two levels of capital pressure is too large,the late maintenance of no funds to make difficult problems rebound;It is not enough for the masses to participate in the renovation action and so on,and combining the theory of urbanization,the sustainable development theory,the polycentric governance theory,the theory of environmental property rights theory,and the theory of industry convergence,try to put forward effective solutions with universal applicability,including strengthening the cooperation consciousness of all departments,strictly supervising and managing the project,and streamlined approval process,innovative management methods;The strength of departments will sink,the law enforcement team at the grassroots level will be strengthened,the quality of law enforcement personnel will be improved and conflicts will be reduced.Excavate local history and culture,carry out comprehensive renovation in combination with regional characteristics,and strive to shape the unique style of small towns;Explore industrial implantation and long-term mechanism,combine the characteristics of small towns,look for new and stable economic growth points,and consolidate the achievements of comprehensive improvement;To create an atmosphere of public opinion,strengthen publicity,and guide the public to take the initiative to participate;It is hoped that it can play a positive role in the comprehensive improvement of the environment of small towns in the whole province.
