Formalism And Its Solution In Ecological Environment Governance From The Perspective Of Multiple Subjects

The ecological environment bears on the future of mankind,and it determines that all countries should jointly participate in global ecological and environmental governance,jointly create a natural environment with blue sky and clear water,and jointly build a harmonious and livable planet.As a major responsible developing country,China has actively responded to the global ecological crisis.Based on its basic national conditions and future development needs,China has made a strong decision to develop a socialist market economy and protect the ecological environment,and embarked on a path of sustainable development in building an ecological civilization.Formalism is a major obstacle to the construction of ecological civilization.It not only seriously affects the smooth development of ecological and environmental governance,but also greatly hinders the realization of the goal of a beautiful China.Therefore,to fully understand the harm of formalism in the field of ecological and environmental governance,and to put forward reasonable and effective measures in a timely manner is the realistic need for China to promote the construction of ecological civilization and the improvement of party and government conduct.Taking W city of shandong province as an example,this paper focuses on the subject perspective and systematically studies the manifestation,harm,causes and countermeasures of formalism in ecological environmentalgovernance.This paper redefines the concepts of ecological environmental governance and formalism,and takes xi jinping thought on ecological civilization,working opinions and notices on the regulation of formalism as the theoretical and policy basis.Through a comprehensive analysis of the formalism typical problems reported by the discipline inspection and supervision organs of W city in shandong province from2018 to 2019,the formalism in the ecological environmental governance of W city is shown as follows: "material" governance,"false" governance,"negative" governance,"rough" governance,and "never take this as an example" governance.The harm mainly includes: consumed the time and energy of the grass-roots cadres,damaged the basic rights and interests of legitimate enterprises,corroded the integrity and integrity of the cadre team,damaged the relationship between the party and the masses,and damaged the image and credibility of the government.The reasons are summarized as follows: the coordination dysfunction of multiple subjects:the weakening of the leading role of the government in ecological environment management;The lack of the responsibility of the main body of enterprise ecological environment governance;The deficiency of social organization's ability to participate in ecological environment governance;The public's enthusiasm for participating in ecological and environmental governance is not high.Based on the analysis of harm and reason of formalism in ecological environment governance,this paper strengthens the government of the dominant role of the ecological environment governance,cultivates enterprise ecological environment governance main body responsibility,improves the ability of social organizations participate in the ecological environment governance,improves public participation,and build a new pattern of collaborative governance by multiple actors actively to break down the "stubborn disease" of formalism.
