Study On Rural Ecological Environment Governance

At present,China is in a period of rapid economic development,the level of productivity development is constantly improving,and industrialization and urbanization are accelerating.Social wealth has been created continuously,but serious environmental pollution has also emerged,which has threatened people’s health and restricted economic development and social stability.The increasingly severe environmental situation makes China pay more and more attention to environmental issues.The "five-in-one" overall layout including the construction of ecological civilization was proposed for the first time at the 18 th National Congress of the Communist Party of China(CPC),and the specific tasks needed to complete the construction of ecological civilization were further elaborated in the following 19 th National Congress.At present,people’s attention to ecological environmental protection is mainly focused on the city,most people think that compared with the city,the environmental pollution level is not high in the countryside.This view has seriously affected the importance of rural ecological environment protection,making rural environmental problems increasingly serious,which has a bad impact on human production and life.At present,rural ecological environment governance is under great pressure,which is manifested in the onerous task and difficulty of governance.Compared with cities,it is a huge obstacle on the way to solve environmental problems.As a city with rapid economic development,Z city is influenced by both traditional agricultural development mode and urban industrial development,and its social environment and residents have dual characteristics of rural and urban.This characteristic is also consistent with the actual situation in most rural areas.Therefore,taking the city as a typical case of rural environmental governance research,it can more reliably analyze the general loopholes in rural environmental governance in China,and more easily put forward reference suggestions.This paper adopts the research method of combining empirical evidence with literature analysis,with a large number of existing actual case statistics and literature description as the main data sources.Through combing the relevant literatures of rural ecological environmental governance at home and abroad,this paper summarizes the current academic understanding of rural ecological environmental governance theory.Then take Z City as an example to analyze the rural ecological environment pollution and governance,especially the problems existing in environmental governance: insufficient publicity of environmental protection,weak grassroots environmental protection forces,less investment in enterprise governance,etc.,to analyze the common problems existing in China’s rural ecological environment governance.From the problem to find the reason to put forward targeted suggestions,from strengthening environmental protection publicity and education;Strengthening the basic force of rural environmental protection;Optimize the economic structure,diversified development;Establishing a coordination mechanism for ecological and environmental governance;Enrich the governance body,and make efforts to improve in five aspects,so as to provide reasonable reference and suggestions for effectively solving the problems in rural ecological environment governance and optimizing ecological environment governance.
