Research On Human Settlement Environment Governance In Rural Grass-roots Governance

Rural human settlements governance is an important part of rural grassroots governance.In the overall layout of China’s “five in one”,ecological construction is an important part.As an integral part of ecological construction,rural human settlements are an important source of peasants’ sense of well-being,a driving force for promoting the implementation of rural vitalization strategy,and a major way to promote rural social civilization and harmony.At present,the development of rural human settlements in China is still unbalanced.The phenomenon of dirty and chaotic in some areas is still quite prominent,the most vulnerable part of China’s development is in rural areas.The most intuitive manifestation is that rural infrastructure and public services are far from the city,problems such as difficult roads,difficulty in toileting,dirty environment,and poor appearance of villages are more prominent.In order to solve the outstanding problems of rural human settlements and build an ecologically livable and beautiful village,in February 2018,the General Office of the CPC Central Committee and the General Office of the State Council issued the“Three-Year Action Plan for the Rehabilitation of Rural Human Settlements”,from the legal level to the rural areas of China.The renovation of human settlements has put forward guiding ideology and action goals.On the basis of this,each province and city has proposed a three-year action plan suitable for the development of its own provinces and cities.On December 29,2018,18 departments including the Central Agricultural Office and the Ministry of Agriculture and Rural Affairs jointly issued the “Rural Habitat Environment Renovation Village Clean Action Plan”,which promoted the renovation of rural human settlements.However,in the process of rectification of rural human settlements in the country,some new problems have been exposed,for example the rural population living environment governance areas are not balanced,and the role of the peasant masses is not played.In view of this,the author uses literature research,case studies and other methods under the guidance of rural governance theory and sustainable development theory.Taking the rural humansettlements environment in Mianchi County of Henan Province as the research object,based on a comprehensive analysis of the current situation of rural human settlements governance in Mianchi County,this paper discusses the problems and causes in the rural human settlements governance in China,and combines rural human settlements in other parts of China.The experience of environmental governance puts forward the path choice of rural human settlements governance in China.This thesis is divided into six parts.The first part is the introduction,which mainly introduces the research background and significance of the paper,the research summary at home and abroad,the theoretical tools and methods as well as,the research ideas,innovations and deficiencies;The second part is the theoretical analysis of rural human settlements governance.This part mainly introduces the conceptual connotation of rural human settlements governance,relevant main elements and scope of duties,the role of government in governance and the significance of rural human settlements governance;The third part is the empirical analysis of rural human settlements governance.This part mainly introduces the status of rural human settlements governance in Mianchi County,Henan Province;The fourth part mainly analyzes the problems and causes of rural human settlements governance in Mianchi County;The fifth part introduces the experience,characteristics and enlightenment of rural human settlements governance in other parts of China;The sixth part is the path choice of rural human settlements governance in China.This part summarizes the main conclusions of this study,and proposes countermeasures to improve the rural human settlement environment for the problems of the previous part.
