| As the place where agricultural production and farmers live together,the quality of rural environment is related to the production and life of farmers,and more to China’s"issues of agriculture,farmer and rural area".So the central government in several major conferences and news said that environmental governance,and formulated a series of policies for rural environmental governance,increase the investment on environmental protection,environmental governance in rural areas continue to get attention.The township government as the main body of environmental governance,the environmental governance behavior affects the rural environmental governance effectiveness directly,so the research of township government behavior is helpful to in-depth understanding of the status of rural environmental governance.In the theoretical level,based on the analysis of the current research status,this paper rural environment management and the meaning of the township government behavior,and the "tripartite reciprocity decide causal model" and the theory of governance to standardize the behavior of the villages and towns government as a theoretical basis.At the empirical level,by analyzing the case study from Z village in WuXi,mainly using the interview method to understand the present situation of the local environmental governance in the villages and towns government behavior,induce benign behavior at the same time,found that there is a problem.The problems of these practices have greatly weakened the effectiveness of environmental governance.To analyze the environmental governance of villages and towns government behavior and the reason of the problem in the "tripartite reciprocity decide causal model" inspired,build the analysis of the township government behavior in the environmental governance model,from two factors into the social environment and social cognition,selection of environmental management behavior effect strength concrete factors,that is,from the institutional environment,cultural environment,administrative system and the interests,government roles,environmental governance responsibilities,preface-structure and the relationship between cognitive seven small point for further analysis.To correct the villages and towns government environmental governance behavior,combined with analysis of the causes of the two big aspects measures,combined with the governance theory,put forward to encourage social participation,realize the pluralistic governance measures,main is to guide citizens and non-governmental organizations to participate in the governance of the rural environment and improve the effect of environmental governance.The research is not difficult to find that environmental problems in rural areas have been improved in the governance of local governments,the overall towards a good direction,but there are still many problems.As the local government which has the most close contact with the rural areas,the township government has the problem of causing environmental problems to be fundamentally solved.Improving the behavior of township governments in environmental governance can greatly improve the effectiveness of rural environmental governance,solve environmental pollution,and maintain the ecological environment. |
