The Study Of The Local Government Of Mudanjiang City,Heilongjiang Province On The Management Of Rural Ecological Environment

Since the reform and opening up,China’s rural economy has developed rapidly.At the same time,various forms of pollution have gradually affected the production and life of local residents.How to manage the local ecological environment is an important issue for sustainable development.Good environment is the premise of rapid economic development,and also provides a great guarantee for economic development.At present,in Chinese realization of a society and enter a worldwide stage of development,how to enhance the stage of ecological environment governance and promote rural development from quantity to quality is a practical dilemma and a problem that governments at all levels must break.It is clearly mentioned in the 14 th five year plan that "comprehensive improvement of river and lake systems should be implemented to improve the rural living environment.It points out the direction for rural ecological management in the future.This study takes Mudanjiang city of Heilongjiang Province as the research blueprint,through field research,analyzes the problems faced by the rural ecological environment governance within the jurisdiction,and puts forward strategies,in order to provide theoretical basis for the local rural ecological environment governance.By using the methods of literature analysis,questionnaire and interview survey,combined with the theories of sustainable development,cooperative governance and externality,this paper defines the relevant definitions of rural ecological environment governance,combs the latest research progress at home and abroad,understands the current situation and problems of local environmental governance from multiple angles and dimensions,and analyzes the causes of the problems,Finally,it puts forward the corresponding countermeasures.Specifically,after reading the relevant literature at home and abroad,as well as the relevant statistical reports,archives and books on the ecological environment of Mudanjiang City,this study summarized the social development situation of Mudanjiang City,combined with 144 questionnaires and 65 interviewees,from the aspects of agricultural production,farmers’ life,farmers’ living environment,social development and so on This paper analyzes the specific influencing factors of rural ecological environment from the aspects of system and policy,including the lack of implementation of ecological environment control policy,the lack of awareness of ecological environment control of rural residents,the difficulty of industrial pollution control in rural areas,and the difficulty of follow-up funds for ecological environment control activities.Secondly,this study analyzes the causes of the problems and proposes solutions.Firstly,we should strengthen a rural environmental supervision by improving the last laws even regulations and strengthen the supervision of law enforcement;Secondly improving the local awareness of ecological civilization protection,build a multi-agent participation mode,open up the channels for the masses to participate in ecological environment protection,and improve the system measures for the masses to participate in governance;The third is to change the extensive development mode of rural areas,promote industrial clean production through innovation and technology,and eliminate rural domestic pollution through energy conservation and emission reduction.The fourth is to broaden the sources of rural governance funds by increasing policy preference and improving the financing environment.Finally,this study summarizes the necessity of rural ecological environment governance,and points out that the protection of rural ecological environment is to develop rural economy and promote the healthy development of rural social economy.
