Research On The Path Of Government Governance Of Rural Ecological Environment In Heilongjiang Province

19th CPC National Congress made major decisions for the implementation of the rural revitalization strategy and took rural ecological environment governance as an important aspect for rural revitalization.It required the practice of the concept that clear water and green mountains are gold and silver,so as to make the rural areas become beautiful homes for living and working in peace and happiness through comprehensive governance of prominent environmental problems.As a big agricultural province in China,Heilongjiang province is constrained by many aspects in terms of rural ecological environment governance.It is not conducive to the improvement of rural ecological environment and the sustainable development of rural economy in Heilongjiang Province.And it hinders the process of Rural Revitalization.This paper expounds the meaning of rural ecological environment,government governance and the elements of government governance.Based on government governance theory,ecological economics theory,public goods theory,the paper constructs the analysis framework from four dimensions of government governance objectives,content,structure and tools.Using the methods of typical investigation,comparative analysis and normative analysis,this paper analyzes the current situation of rural ecological environment governance in Heilongjiang Province objectively,and finds that there are some problems in the government governance,such as unclear government governance objectives,fragmented government governance content,unbalanced relationship among governance subjects,and unreasonable governance tool structure.By learning the experience of rural ecological environment governance at home and abroad,we can get the Enlightenment of strengthening the leading responsibility of the government,promoting public participation,and coordinating governance tools.This paper discusses the effective path of government governance of rural ecological environment in Heilongjiang Province from the four dimensions of government governance objectives,government governance content,government governance structure and government governance tools,and puts forward that it is necessary to accurately locate government governance objectives,select government governance content reasonably,optimize government governance structure,and select and use government governance tools effectively.
