Study On Performance Evaluation Of PPP Project In Sewage Treatment Plant

Since the new era,the party and the state have put forward the development concept of innovation,green,open and sharing.It is necessary to pay attention to pollution prevention and control in the process of urbanization.Therefore,the sewage treatment industry ushers in the opportunity of vigorous development.However,due to the large amount of funds required for sewage treatment projects,long construction period and low operation efficiency,it is difficult for many local governments with tight finance to undertake sewage treatment municipal projects independently.In this context,the introduction of public-private partnership is good enough to ease the shortage of government investment.As of March 2021,China’s PPP project management library has implemented 7159 projects,with a landing rate of 71.3%.In january2021,34 local depopulation projects were completed,of which 2 were related to sewage treatment plants.In general,the success rate of the sewage treatment plant project is not high.Through studying the performance evaluation of such projects,we can establish a scientific project performance evaluation system for performance control,so as to ensure the successful implementation of PPP projects.This research has important practical significance.The research object of this paper is the performance evaluation of PPP project of sewage treatment plant.Firstly,the project performance evaluation and PPP project performance evaluation are defined and analyzed.Combined with the concept of PPP mode,the characteristics of PPP project and the project performance of sewage treatment plant,the PPP project performance evaluation of sewage treatment plant is clearly defined.According to the definition,and then based on Stakeholder Theory and key performance indicator method to build the sewage treatment plant PPP project performance evaluation system,and then use the fuzzy comprehensive evaluation method based on analytic hierarchy process to evaluate it.Finally,the paper uses the performance evaluation model to analyze the PPP project of X sewage treatment plant,confirms the model,summarizes and analyzes the evaluation results,and puts forward constructive suggestions combined with the evaluation status of X sewage treatment plant.Through the empirical analysis,we can see that the performance evaluation index system and model constructed in this paper have high effect and accuracy,and have guiding significance for all parties involved in the project,indicating that the system model has certain practical value.
