| As a country with severe drought and water shortage,China’s per capita fresh water resources is only 2,200 m~3,which is one of the countries with the most water resources in the world. Therefore, water conservancy projects that reduce water pollutant emissions, recycle water resources, and promote sustainable development are the fundamental solutions to solve the problem of severe water shortage in China. At present, there are many problems in China’s water resources recycling and sewage treatment, such as:1.The shortage of infrastructure funds for sewage treatment plants;2.Lack of operating funds for sewage treatment plants;3.Lack of local equipment maintenance and equipment development.Talents;4.Blindly introducing foreign sewage treatment processes, which are not compatible with local conditions;5.Reclaimed water bodies have not been used for valuable purposes;6.Sludge disposal is not scientific enough to cause secondary pollution to the surrounding environment. In this paper, through the literature research method,Delphi method and analytic method, the performance evaluation index system of sewage treatment plant is constructed. The criteria factors include process performance, economic evaluation and environmental protection. The most representative 11 evaluation indicators, and then applied the evaluation indicators to a sewage treatment plant for empirical research, based on process performance, environmental protection, economic evaluation and other three aspects of the performance evaluation of the sewage treatment plant, through Qualitative and quantitative analysis can be concluded that the overall performance evaluation of the plant is good. Finally, based on the performance evaluation of the plant, the applicability of A~2/O+MBR process and A~2/C+BAF process was compared and analyzed by financial cost analysis method, analytic hierarchy process and fuzzy comprehensive evaluation method, and A~2/O+MBR was finally selected as the treatment process for the second phase of the plant’s expansion project. This paper hopes to propose a reasonable treatment process selection plan for the future phase II expansion project of a sewage treatment plant, and provide a more innovative and feasible performance evaluation method for the plant and other similar sewage treatment plants. |
