The Research On Performance Evaluation Systems Of XX Sewage Project In PPP Model

PPP(public-private-partnership),which is the cooperation between the government and private sector,is a major innovation in public service,supply mechanism.In PPP project practice,reasonable performance evaluation is one of the critical successful factors,which is the key to manage the project efficiently,reduce the life cycle cost and improve the long-term benefit of the project.For the sewage treatment PPP project,the performance evaluation of "Emphasis on construction,neglect operation" has not been effectively improved due to long period,more stakeholders.The value-for-money effect was lower than expected.At present,how to design a performance evaluation system for a wastewater treatment PPP project and how to achieve the project objectives based on the performance evaluation results is very important for promoting project success and safeguarding the public interest.Based on this background,this paper intends to take the XX Sewage Treatment PPP project as the research object.On the basis of reviewing the previous literature and related theories,the thesis first introduces the basic situation and core boundary conditions of the XX Project by field survey,and analyze the existing problems and deficiencies in the performance evaluation system,including the failure of the evaluation range,indicators,performance payment mechanism,incentives and so on;Secondly,this thesis redesigns the performance evaluation system,including the evaluation target,the subject and the object of evaluation,the evaluation cycle,the evaluation index and weight,the evaluation method and the implementation route combining with the original evaluation system’ deficiency and the current requirements.Finally,this paper applies the adjusted evaluation system to evaluate the performance of the XX project.Based on the evaluation results,the paper puts forward some suggestions on the XX project’s comprehensive operation and provides some references for the performance evaluation in the wastewater treatment PPP projects.
