Research On Performance Evaluation Of Urban Sewage Treatment PPP Project Based On ESG Perspective

Urban sewage treatment can increase the utilization rate of water resources on the basis of reducing pollution hazards,which is of great significance to the restoration of the urban ecological environment,and is regarded as the focus and difficulty of environmental governance.It is the difficulties of environmental governance in Hubei Province.In July 2017,four ministries and commissions jointly issued a policy requiring that all sewage treatment projects involving the government must use Public-private partnership,aiming to further standardize the sewage treatment market and increase government participation.Under the goal of sustainable development,the urban sewage treatment PPP project performance evaluation system needs to be improved.This paper incorporates non-financial factors such as greenness,ethics,and sustainability into the performance evaluation,and conducts urban sewage treatment performance evaluation research from the perspective of ESG concepts,in an attempt to increase the scientific rationality of the existing evaluation system.First of all,we need to sort out the research status of urban sewage treatment at home and abroad,and combines the current development requirements from the ESG concept to clarify the performance goals of urban sewage treatment PPP projects: they are fulfilling environmental responsibility(E),social responsibility(S)and project governance(G),and use it as the first-level indicator of the performance evaluation index system.Then,use the literature research method and the KPI method,we may get10 secondary indicators and 38 tertiary indicators,and then test and verify the necessity of the indicators by the questionnaire survey method and the TOPSIS method,in that way,9 secondary indicators and 31 tertiary indicators were screened out.The analytic hierarchy process is used to obtain the weights of the three-level indicators,and the sewage treatment performance evaluation system is formally established.Next,this article will use the fuzzy comprehensive evaluation method to construct the performance evaluation model of the urban sewage treatment PPP project in Hubei Province.In this model,qualitative indicators and quantitative indicators are evaluated in different ways to ensure the objectivity of the performance evaluation model.Finally,a case analysis is conducted to prove the feasibility of the model,and reasonable suggestions are given based on the results of the performance evaluation.In this research,it is expected to provide a reference for the performance evaluation of the urban sewage treatment PPP project,and promote the healthy development of the urban sewage PPP project in Hubei Province.
