Research On Performance Evaluation Of Urban Sewage Treatment Plant

Ensuring water safety,preventing and controlling water pollution,deeply promoting the prevention and control of industrial and domestic sewage,and comprehensively controlling urban non-point source pollution are important contents of the construction of urban ecological civilization.In recent years,the central and local governments have successively issued many policy guidance documents related to technical standards,operation management and assessment rules.However,due to the scattered distribution,a systematic performance evaluation system has not been formed,and there are still problems such as not considering social benefits and incomplete evaluation indicators.Therefore,this paper intends to study the performance evaluation of urban sewage treatment plants.This paper takes the sewage treatment project under the mode of government purchase as the object to study the performance evaluation of sewage treatment plant.Through PEST analysis of the sewage treatment industry,this paper summarizes the opportunities and challenges faced by the industry,and analyzes the problems existing in the performance evaluation of the sewage treatment industry.Starting from the strategic objectives of the sewage treatment plant,based on the theory of target management and the principle of Balanced Scorecard,and using two methods of key success factors and key performance indicators,59 performance evaluation indicators of urban sewage treatment plant are preliminarily screened.21 experts from operation,management,finance and security in the industry were invited to re screen the complete set of indicators,and 40 performance indicators were obtained.The analytic hierarchy process is used to give weight to the indicators,formulate the scoring standard of each index and clarify the calculation method of comprehensive score,and finally get the performance evaluation system of four-level urban sewage treatment plants.This paper uses the above performance evaluation system to evaluate the performance of two representative urban sewage treatment plants in city B,and analyzes the performance evaluation results from the four dimensions of service quality,management level,operation cost and safety production.It is found that the current urban sewage treatment plant ignores public supervision,only pays attention to sewage treatment quality,and pays low attention to management level,operation cost and safety production.Finally,aiming at the problems existing in urban sewage treatment plants,this paper puts forward improvement suggestions from the aspects of supervision and performance improvement.The construction of performance evaluation system aims to provide reference for the performance evaluation research of urban sewage treatment industry in the future.
