| Agricultural greenhouse gas emission is one of the important reasons of global warming.How to implement the task of agricultural carbon emission reduction among provinces is an urgent problem.This paper calculates the overall situation of agricultural carbon emissions in30 provinces of China from 2006 to 2017,and takes 2017 as an example to obtain the initial responsibility of agricultural carbon emissions by provinces through the application of multi factor fair model considering regional carbon emission responsibility and industrial carbon emission responsibility,and then uses SBM-DEA to optimize the analysis.The main conclusions are as follows:(1)In 2017,China’s total agricultural carbon emissions were 28139200 tons,with an average annual reduction of-0.12% from 2006 to 2017.Agricultural carbon emissions accounted for the largest proportion of carbon emissions of agricultural land materials(104.1133 million tons),including 64.423 million tons of carbon emissions from rice cultivation,53.3 million tons of carbon emissions from intestinal fermentation of livestock,and 59.3031 million tons of carbon emissions from livestock manure management;gastrointestinal fermentation of livestock,and manure management Carbon dioxide emissions were 53.3 million tons and 59.3 million tons respectively.In terms of the degree of change,agricultural carbon emissions are generally on the rise,with little change in other years except2007.From 2006 to 2017,the intensity of agricultural carbon emission has been continuously declining,and the rate of decline has gradually decreased,from 1.22 tons / 10000 yuan in2006 to 0.45 tons / 10000 yuan in 2017,with an average annual decline rate of 5.73%.In2017,Hunan ranked first in China with 18.701 million tons of agricultural carbon emissions,while Beijing had the smallest total agricultural carbon emissions of 272100 tons.The agricultural carbon emission of Hunan Province is 68 times that of Beijing.(2)China’s provincial responsibility for agricultural carbon emission is affected by five aspects: individual equity,economic development,historical responsibility,marginal emission reduction cost and territorial responsibility.The top five provinces of the initial distribution of agricultural carbon emission responsibility in China are Hunan,Jiangxi,Yunnan,Anhui and Sichuan,accounting for 8.26%,6.73%,6.46%,6.09% and 6% respectively.(3)By using the SBM-DEA model including the undesired output to optimize the results,it is found that 9 provinces,such as Shandong,Guangdong and Hainan,have the highest carbon emission responsibility efficiency,while Ningxia and Qinghai have the lowest.From the results,the five provinces with the largest agricultural carbon emission responsibility are Hunan,Jiangxi,Yunnan,Sichuan and Anhui;the five provinces with the smallest agricultural carbon emission responsibility are Tianjin,Shanghai and Beibei Beijing,Ningxia,Hainan.From the perspective of regional distribution,the responsibility of agricultural carbon emission is mainly concentrated in the Yangtze River Delta,and the responsibility of agricultural carbon emission in Southwest China is slightly higher than that in North China.(4)While undertaking the responsibility of agricultural carbon emission,various factors should be taken into consideration in the region.For example,Qinghai should adjust its industrial structure and increase its GDP.Shandong and other large-scale provinces of agricultural industry should give priority to improving their technical efficiency and reducing their marginal carbon emission costs. |
