PetroChina Jilin Songyuan Sales Branch is a refined oil products sales company,a local and municipal subsidiary under the sales business segment of PetroChina.As China's economic system has entered the new normal mode,under the background that the state strongly advocates,supports and encourages the independent development of private enterprises,private and chain-type product oil sales enterprises of various scales have emerged one after another,which is bound to be a huge impact on PetroChina Jilin Songyuan Sales Branch,an old state-owned enterprise.Coping with the fierce market competition,high quality and professional technical talents are the core resources and important guarantee for Songyuan Sales Branch to realize its strategic development goals.How to improve the training procedures for technicians of PetroChina Jilin Songyuan Sales Branch and make up for the shortcomings in its training programs as soon as possible,so as to effectively train and develop the technical staff,reasonably enhance and develop the professional and technical level and overall quality of the technical workforce,and then assist Songyuan Branch to enhance its market competitiveness and social influence,and promote the joint efforts of the technicians and the company to achieve development goals,has become an urgent problem to be solved in the human resource management of Songyuan Sales Branch.In this paper,literature research method,interview method and questionnaire method were applied.Firstly,the current situation of the training of technical staff of PetroChina Jilin Songyuan Sales Branch was analyzed and summarized through a comprehensive review of the training materials,and then some problems in the training of technical staff in its original training program were figured out,and the causes behind these problems were analyzed in depth.Then,the specific demands of the company's technical staff for training were fully investigated and studied from organization,tasks and personnel these three aspects,and analyzed and summarized.Based on the investigation result of training demand,the training plan for technical staff of Songyuan Branch were reformulated and improved from the aspects of content and form,and the specific contents of the plan were implemented according to the steps.Finally,the implementation effect of the training program was evaluated using Kirkpatrick Model to ensure that the program is truly operable and implementable.Simultaneously,in order to ensure that the training program for technical staff can be successfully run in the future training work and the goal of actual implementation can be realized,the training management program for technical staff of Songyuan Branch is provided with sufficient safeguards from corporate culture,organization and system these three aspects.This paper has put forward a relatively complete,scientific and systematic management scheme for the training of technical talent team of PetroChina Jilin Songyuan Sales Branch,in the hope that it will be favorable for training management of technical staff in the Songyuan Branch,promote the company to realize its training objectives and enhance the expected effect of training,so as to further strengthen the competitiveness and influence of the Songyuan Branch in the oil market in Songyuan region.It is also expected that with the results of this paper can provide some worthy references for other companies or enterprises with the same problem.
