Research On The Evaluation And Path Of Entire Oil And Gas Industry Chain In Zhejiang Pilot Free Trade Zone

Since its inception,Zhejiang Pilot Free Trade Zone has focused on the development and construction of the oil and gas industry,with "system innovation" as the core,and has come out of a characteristic and differentiated exploration of the oil and gas industry chain development road in Zhoushan Islands.2020 is an extraordinary year for the oil and gas industry,with the impact of the new crown epidemic and the turmoil of international trade bringing new opportunities and challenges for the development of the whole oil and gas industry chain in Zhejiang Pilot Free Trade Zone.The impact of the New Crown epidemic and the turmoil of international trade have brought new opportunities and challenges to the development of the whole oil and gas industry chain in the pilot zone.In this context,the study of Singapore’s oil and gas whole industry chain construction experience and development path can help Zhejiang FTZ explore the further development path of oil and gas industry chain in this stage of both opportunities and risks,and has important reference value for the expansion layout of China’s oil and gas whole industry chain.Through the case study method,based on the literature study of industrial chain theory and free trade zone theory,this paper conducts data coding and evaluation analysis on the development level of oil and gas industry chain in Zhejiang Pilot Free Trade Zone and Singapore Free Trade Port,and disassembles the whole industry chain into four major links of storage and transportation,oil and gas processing,oil and gas trade and port area service for evaluation and analysis,so as to find out the shortcomings of the construction of the whole oil and gas industry chain in Zhejiang Free Trade Zone,and to It also analyzes how Zhejiang FTZ upgrading its whole industry chain of oil and gas in different periods,and puts forward the problems that need attention in the development and construction.Through the research,it is found that Zhejiang PFTZ has more institutional innovations in oil and gas trade,but the overall industry chain construction is characterized by "scattered and chaotic",and the middle and lower reaches of the oil and gas industry chain are weak and prone to the risk of chain breakage.Therefore,this paper proposes the development path of the oil and gas industry chain in the Zhejiang PFTZ: in the short term,the construction of the oil and gas trade center is the breakthrough to connect with international oil and gas trade standards and provide a safe and efficient business environment for domestic and foreign enterprises;in the medium term,the "double cycle" drive is the core of the development,relying on the "131" strategy to develop the chemical industry.In the long-term development,we will build a comprehensive free trade port of international first-class standards through the linkage of Zhejiang and Shanghai,and promote the completion of the high-quality construction of the oil and gas industry chain.
