Study On The Implementation Of The Policy Of Eliminating The Backward Production Capacity Of Coal Industry In F City

The existence of backward production capacity,in essence,it is a kind of damage to the environment.During production,because of the low technical level of production equipment and backward production technology,and the quality of the products produced is not up to standard,and the emission of pollutants is huge,the impact of backward production capacity on the ecological environment has reached the level that must be dealt with seriously.Coal industry is a special industry,due to its long history and scattered mining forms,it is decided that backward production capacity exists widely in the whole industry.Compared with other industries,the backward production capacity of coal industry,the similarity lies in that they drag down the development level and trend of the whole industry,the difference lies in the high risk characteristics of the coal industry in the production process,the existence of backward production capacity also poses a huge threat to the safety of production in the industry.Whether public policies can take root and play an effective role,policy implementation is an important step.This article takes the policy implementation as the breakthrough point,the paper consists of four parts,the first part uses the method of literature research,this paper expounds the background and significance of the research,current research status at home and abroad,research contents,technology roadmap,innovation points and the concept and theoretical basis of this paper.The second part introduces the current situation of the implementation of the policy of eliminating the backward production capacity of the coal industry in F City,and from the perspective of Smith model's four elements,the implementation of the policy is analyzed by using the methods of expert interview and questionnaire,some problems were found.In the third part,based on Smith model,the causes of the problems are analyzed,Reasons include:the policy itself is not perfect,unclear rights and responsibilities of subject and object in policy implementation,the policy environment is unfavorable,inadequate implementation of supporting policies.The fourth part combines the actual situation of F City,from the perspective of "four elements",the paper puts forward to improve the policy itself,focus on the main body of policy implementation,focus on target groups for policy implementation,optimize the environment for policy implementation,four countermeasures,it is suggested to strengthen law enforcement supervision,to improve the process of policy implementation and consolidate the results of policy implementation.
