Study On Urban Household Garbage Classification Policy Implementation Based On Smith Model

In recent years,with the rapid development of economic,the phenomenon of “garbage-sieged” has become more and more prominent throughout the country.The environmental impact and risk caused by garbage gradually move forward from the terminal link to the intermediate and forward links of the garbage management.Systematically standardizing the work of garbage classification and filling up the management defects of garbage management are the important measures of urban meticulous management.General Secretary Xi Jinping pointed out that the widespread implementation of household garbage classification system is related to the improvement of living environment for more than 1.3 billion people.During his visit to Shanghai,he even sent a message that garbage classification is a new fashion! Comprehensive garbage disposal needs the participation of the whole people.Shanghai should do this work well.As a pilot city of garbage classification,Shanghai has always been in the forefront in China,however there are still many problems and challenges in the process of the policy implementation.Using questionnaire survey,interview and literature research methods,this paper explores the problems and causes of the implementation of domestic waste classification policy in Xuhui district of Shanghai from the four aspects of public policy itself,executing agencies,target groups and policy environment based on Smith’s policy implementation model.This paper introduces the research background and significance,current research situation,relevant concepts and theories,briefly describes the historical evolution of household garbage classification policy implementation in China and Shanghai,analyses the current situation of household garbage classification policy implementation in Xuhui District of Shanghai,and finds the following problems in the policy implementation: The existing policy focuses on residents,neglects the responsibilities of production enterprises and the proprietors;The ideas of the troika in residential areas are not uniform,and it is difficult to form a long-term mechanism;The coverage of hardware facilities is limited,and the operation is not convenient enough;The effect of propaganda and guidance is not good,and the active participation rate of residents is not high.;The garbage clearance facilities and management cannot fully match the needs of garbage classification;From the perspective of clearing operation,the frequency of sorting and clearing garbage cannot meet the needs of the residents;The recycling network of renewable resources needs to be improved urgently;And the inadequate terminal disposal capacity aggravates the pressure of sanitation and clearance,etc.Based on the experience of household garbage classification policy implementation in Japan and Taipei,this paper puts forward the corresponding countermeasures for the implementation of household garbage classification policy in Shanghai from four levels of Smith’s policy implementation model.For example,at the level of policy itself,it is suggested to complete supporting policies,promote the scientific and rational formulation of policies;and it also suggests promoting the implementation of policies,and promotes the construction of two-network integration sites,and speed up the construction of the whole classification system.At the level of policy executing agencies,it is suggested to strengthen the organizational leadership and improve relevant working mechanisms and to improve the platform of linking conferences and promote grass-roots construction;At the level of policy target groups,it is suggested to create a good atmosphere for the community residents and to guide the sense of social responsibility of all parties to promote the reduction of sources.At the level of policy implementation environment,it is suggested to increase capital input and advance all work in an orderly manner.It is suggested to strengthen the supervision and incentive system for good environment of policy implementation.
