Problems And Countermeasures Of Chongqing Municipal Solid Waste Classification Policy Implementation Based On Smith Model

"Domestic waste besieged city" is one of the development difficulties faced by cities all over the world.Governments all over the world are looking for effective ways to solve a series of problems caused by urban domestic waste.In recent years,China attaches great importance to the classification and treatment of urban domestic waste.From the exploration of domestic waste classification standards and schemes in pilot cities to the comprehensive start of domestic waste classification in cities above prefecture level,the classification of urban domestic waste has become an important measure to promote the construction of ecological civilization in China.As one of the46 key cities in China,Chongqing has achieved initial results after more than six years of implementation of domestic waste classification policy,but the overall effect is not obvious,the progress is slow,and many problems and challenges are faced in the process of policy implementation.Therefore,it is necessary to study the implementation status of Chongqing municipal solid waste classification policy.In this paper,from the perspective of public policy implementation,using the methods of literature research,questionnaire survey and comparative analysis,using Smith’s policy implementation model,from the four influencing factors of idealized policy,executive agencies,target groups and policy environment,the author makes an in-depth study on the current situation of Chongqing’s domestic waste classification policy implementation,and summarizes the achievements and problems of policy implementation Through combing and analyzing the successful experience of foreign domestic waste classification policy implementation,and combining with the actual situation of Chongqing,the corresponding improvement suggestions and measures are put forward.This paper is divided into seven chapters,which are arranged as follows: Chapter 1Introduction.This chapter mainly discusses the research background,significance,content and methods of the paper,and combs the theoretical results of relevant research at home and abroad.Chapter 2: core concepts and theoretical basis.This chapter first defines the concepts of municipal solid waste,municipal solid waste classification and policy implementation,and then expounds the theoretical basis to support the development of this study,so as to provide the corresponding theoretical basis for the further development of the paper.The third chapter is the current situation of Chongqing municipal solid waste classification policy implementation.This paper combs the relevant policies and systems of municipal solid waste classification at the national level and Chongqing level,then analyzes the current situation of policy implementation agencies,target groups and policy implementation environment in turn,and finally summarizes the results achieved since the implementation of Chongqing municipal solid waste classification policy.The fourth chapter analyzes the implementation of Chongqing municipal solid waste classification policy.This chapter mainly analyzes the shortcomings of Chongqing municipal solid waste classification policy since its implementation.The fifth chapter mainly summarizes the successful experience of foreign municipal solid waste classification policy implementation,and provides corresponding enlightenment for Chongqing municipal solid waste classification policy implementation.The sixth chapter is the countermeasures and suggestions to improve the implementation of Chongqing municipal solid waste classification policy.Combined with the successful experience of foreign municipal solid waste classification and the actual situation of Chongqing,this chapter puts forward its own countermeasures and suggestions on how to improve the implementation of Chongqing municipal solid waste classification policy.Chapter 7 research conclusions and prospects.Finally,the future development of Chongqing municipal solid waste classification policy implementation research is prospected.
