Household garbage classification is a project for people’s livelihood.It is also an integral part of reducing the cost of garbage disposal,protecting the environment and saving resources.In today’s world,household garbage classification has become a trend.The practices of household garbage classification in western developed countries such as Japan and Germany have become very mature.Some countries have been very careful and even rigorous in the classification of household garbage.Since China’s reform and opening up,China’s economic development is rapid,people’s living standards improve,accelerate the urbanization process,life garbage output also increased,a lot of landfill is becoming saturated,for green development,sustainable development and promote social civilization degree of consideration,since 2000,the state shall be Shanghai,Beijing and other national first batch of eight pilot city to carry out the garbage sorting garbage classification collection,2015 to 26 demonstration cities(districts),2017-46 major cities,By 2019,cities at and above the prefectural level will be required to fully start the sorting of household garbage and basically complete the sorting and treatment system of household garbage by 2025.For local,living garbage classification can not only solve the problem of "Arbage besieged city",and can improve the level of ecological civilization construction,especially as a around Beijing and Tianjin,Hebei province faces the hard task of transformation and development and construction of beautiful Hebei.This is a breakthrough that deeply roots the concepts of innovative development,green development,and high-quality development in the hearts of the people of the province.In recent years,policy implementation has gradually become the focus of research in the field of policy science,which is used by scholars to analyze and solve the problem of how to effectively implement policies after they are formulated.This paper is based on the policy implementation research field,based on Smith’s policy implementation model,combined with questionnaires and field visits,aiming at the reasons that the feasibility of household garbage classification policy in Hebei Province needs to be improved,the ability of implementation agencies is not strong,the degree of compliance and support of target groups is not high,and the environmental atmosphere is not strong,which leads to the slow progress of household garbage classification work and the unclear effect of policy implementation In the aspect of idealized policy,the paper puts forward some improvement measures,such as speeding up the hardware supporting facilities of domestic waste sorting collection,transportation and disposal,ensuring capital investment,improving the implementation and management measures of policies and regulations,reasonably formulating the policy stage objectives,unifying the household garbage classification standards and signs of the whole province,and improving the laws and regulations system;in the aspect of policy implementation agencies,the paper puts forward some suggestions In the aspect of policy target groups,it proposes to strengthen publicity,enhance the awareness of independent participation of target groups,regulate the behavior of target groups,focus on demonstration,lead the minority to drive the majority,and so on In terms of environmental factors,the improvement countermeasures are put forward,such as strengthening the promotion of government work,vigorously developing economy,cultivating saving culture,stimulating the enthusiasm of the whole society to participate in waste classification,adhering to green development and building a beautiful Hebei.
