Study On The Implementation Of Coal Management Policy In Chang ’an District Of Xi’an

The Fen-Wei River Plain stretches across the three provinces of Shaanxi,Shanxi and Henan,with a vast territory and a large population.With the development of economy and society,the air quality in the Fen-Wei River Plain has become an important social issue that restricts the economic and social development in this region and affects people’s livelihood.The pollutants discharged from the combustion of loose coal are the important factors affecting the air quality of the Fen-Wei Plain.Whether the treatment policy of loose coal can be effectively implemented directly determines the air quality of the Fen-Wei Plain,and affects the living quality of the common people and the sustainable development of economy and society.As one of the main agriculture-related districts and counties in Xi ’an,Chang ’an District has promoted the loose coal control policy on a large scale since 2017,and invested a lot of manpower,material resources and financial resources to promote the implementation of the policy.However,its air quality improvement is not obvious,did not achieve the expected goals of the policy,the people are also quite critical.Therefore,based on Smith’s policy implementation model and network governance,this study systematically analyzed and deeply studied the implementation of the loose coal governance policy in Chang ’an District of Xi ’an from four perspectives,including the policy itself,executing agencies,target groups and policy environment,by means of questionnaire survey and case interview.It is found that there are some problems in the implementation of the coal control policy in Chang ’an District,Xi ’an,such as the policy ambiguity and difficulty in operation,the low policy standard,the weak executive force of the executive body,the single participant body,the lack of confidence in the sustainability of the policy,the inconvenient use and the high cost,the limited funding sources,and the inadequate legal protection.The analysis shows that the main reasons for these problems are the insufficient research and demonstration in the early stage of the policy,the lack of implementation personnel and poor professionalism,the absence of the construction and implementation of the assessment and supervision system,the diversified demands of the people and their sensitivity to price factors,the economic environment changed by the expansion of the development zone and the inadequate construction of the legal system.Finally,from the policy itself,implementing subject,target groups and the social environment of four angles respectively put forward ascension with scientific policy level,increase capital investment,strengthening the talent team construction,improve the evaluation regulation system,choice of rich people,good control the cost,guide social forces to participate in,perfecting the laws and regulations,etc.Countermeasures and Suggestions.
