Study On The Implementation Of Household Garbage Classification Policy In Shanghai

As the output of domestic garbage increases year by year,the protection of natural ecology and optimization of living environment become important issues.The establishment and implementation of MSW classification policy complement each other.However,China does not pay much attention to relevant policy implementation research,and there are relatively few relevant theories and literatures.Under the influence of various factors,the set goals cannot be achieved in the middle and late period of policy implementation.Therefore,it is of practical significance to analyze how to promote MSW classification management from the aspect of policy implementation.As one of the first demonstration large cities to promote MSW classification,Shanghai has certain representativeness and research significance in implementing MSW classification management policies.Shanghai living garbage classification policy implementation present situation,the author of this paper,based on the Smith’s theory of policy execution model,clear in the living garbage classification in the implementation of the policy of Shanghai,mainly include the establishment of policy implementation between the lack of overall management,execution of policy target group enthusiasm decline,standard lack of normative rules for implementation of such problems as lagging,policy supporting system.This paper analyzes the causes of the problems,such as the imperfect policy implementation system,the lack of stable concept of the target group,the lack of practical operation of the policy implementation,the lack of systematic policy implementation system,the policy implementation environment to be optimized,etc.The corresponding countermeasures were put forward,including improving the compulsory classification policy,establishing and improving the relevant mechanism,refining the supervision of policy implementation,strengthening the driving force of policy implementation agencies,creating the atmosphere of policy implementation,attaching importance to the evaluation of policy implementation,improving the enthusiasm of target groups,and promoting the long-term mechanism of garbage classification.The direct purpose of public policy implementation is to solve social public problems,and the implementation of MSW classification policy is also a process of transforming policy objectives into policy realities.However,MSW classification management is a protracted battle.It is necessary to improve the efficiency of MSW classification policy implementation through collaborative governance of multiple subjects,reduce the amount from the source and encourage the whole people to participate in MSW classification,and pay attention to the preparatory work of policy implementation to optimize the policy implementation environment.To beautify the living environment and build a beautiful China.
