Study On The Obstacles To The Implementation Of Soil Testing Formula Fertilization Policy

Agricultural non-point source pollution is serious in our country.At present,agricultural non-point source pollution has surpassed point source pollution and become the primary pollution source of water environment in our country.As agricultural non-point source pollution has the characteristics of multi-source,dispersive,latent and migratory,it is difficult to identify the subject of responsibility,and the end treatment is difficult,so the source treatment becomes the first choice for the treatment of agricultural non-point source pollution.Fertilizer pollution is one of the main sources of agricultural non-point pollution.Due to the farmers’ long history of re-application of chemical fertilizer,the fertilization structure is not reasonable,China’s fertilizer application has been at the forefront of the world,but the utilization rate of chemical fertilizer is low,only about 30%.In view of this,China began to implement the soil test formula fertilization policy in 2005.Based on the perspective of policy analysis,this paper USES the Smith policy implementation model combined with the multi-function theory of agriculture and the grounded theory to analyze the text of the policy of soil test formula fertilization policy,and probes into the blocking phenomenon of soil test formula fertilization policy and its causes.The research conclusions are as follows:(1)The policy implementation of China’s fertilizer application reduced the digestible for five consecutive years.At present,however,the policy of soil formula fertilization has been blocked.The concrete manifestations are the deviation of the focus of policy implementation and the superficial implementation of policy.(2)The reasons for the retardation of soil formula fertilization policy include: 1)There are policy execution retardation nodes between departments and levels of the policy implementation system;2)Insufficient policies for policy target groups;3)The policy environment has changed.All these factors affect the smooth implementation of the soil formulation policy.(3)The corresponding policy recommendations are: 1)Give full attention to the positive effect of the soil test formula fertilization policy on fertilizer reduction;2)Straighten out the policy nodes between horizontal departments;3)The division of rights and responsibilities between different levels shall be re-conducted;4)Pay attention to the influence of the market;5)Adjust the policy implementation method at the grass-roots level from the perspective of farmers;6)In the face of changes in the policy environment,innovate the working mechanism of the grassroots government.
