As the largest carbon emission country in the world,China,which is facing the dual pressure of international responsibility and domestic economic transformation,has received tremendous attention at home and abroad.China has always attached great importance to climate change and included its climate policy in the outline of its national strategy.General Secretary Xi Jinping made it clear that China must guide international cooperation on climate change and become an important participant,contributor,more of all,even a leader in the building of a global ecological civilization.However,China's climate policies have received different feedback from the international community.Most notably,China was blamed as the cause of failure at the Copenhagen Climate Conference in 2009,but was praised as the key to success at the Paris Climate Conference in 2015.Why has China's climate policy received different feedback and evaluation from the international community? This is the direct reason for this topic.Related questions include,what changes have taken place in Chinese policy? Why have these changes taken place?What implications do these changes and their drivers have for China's future climate policy development?The thesis focuses on the transformation of China's international image from the Copenhagen Climate Conference to the Paris Climate Conference,excavates the logic behind the change of China's climate policy.From the policy analysis level of domestic governance and international coordination,the thesis introduces the Top Design perspective and pays attention to implementation,which constructs the theoretical framework of China's two-level game.It is through the change of top-level design and positive as both at home and abroad as a whole,China's climate policy has experienced position changes from Copenhagen to Paris.Under the system of the characteristics of the subjective initiative,China focused on the contradictory problems of Target and Common but Differentiated Responsibilities in the international negotiating.In the domestic implementation process,coordination from departments,central regions and social subjects has achieved remarkable emission reduction and development results,which won the support of the people,and promoted the Approval process.The dynamic process of China's climate policy reflects China's New Development Concept,shows the practical upgrading of the country's governance system and governance capacity,which is a powerful embodiment of China's theory and plan.In the future,China needs to continue to strengthen its internal and external coordination capacity,balance external pressure and development rights and interests,and strengthen its endogenous responsibility for coordination and cooperation,so as to realize the integration of knowledge and action to lead global governance.The analysis of China's climate policy by constructing the two-level game theory based on China's path can establish a connection between Eastern and Western theories of international relations,which can also help to further expand the research depth of China's foreign policy.
