With the emergence of global extreme climate,environmental and climate governance issues cannot be delayed.In the decades,the leading role of global climate governance has surged and subsided in international politics.From the 1980 s to the beginning of the 21 st century,the EU,as the initiator of the earlier climate governance dedicated to the first outcome of the World Climate Governance Convention,the "Kyoto Protocol" undoubtedly.However,with the changing world economy and political background,the EU's leadership in the global climate governance process has turned to be weaken and its leadership have been influenced by great powers and emerging countries.At the 2009 climate change conference in Copenhagen,the EU was counterred by countries such as China and the United States due to its high-level idea despite the opposition of other participants eventually.Its leadership was shocked and eventually ended with its advocacy strategy.Subsequently,the EU learned the lesson and began to look for new opportunities in the next few international climate negotiations and transform its leadership role.Finally,on the 2015 World Climate Conference in Paris,EU adjusted the negotiation strategy to seek other participants and at the same time better played its own climate governance leadership.Based on the span of the global climate governance process,this study will focus on EU's leadership,the changes and its influencing factors.The EU's setbacks on the Copenhagen Climate Conference and the success achieved on the Paris Climate Change Conference will show as examples to illustrate and verify the real reasons why and how the EU can play a leading role in global climate governance.Thus,the coral opinion on joint leadership from three parties(China,the United States and Europe)effecting EU's leadership and promoting the global climate negotiations will be confirmed.
