Research On Diffusion Path And Mechanism Of China’s Climate Policy

Since mankind entered the industrialized society,greenhouse gas emissions have increased rapidly,the trend of global warming has become more and more obvious,and the harm caused by climate change is also increasing day by day.This paper attempts to take climate policy diffusion as the research theme,analyze the current situation of climate policy diffusion in China,and further explore the diffusion path and diffusion mechanism of China’s climate policy.As the largest carbon emission country in the world,the study of China’s climate policy adoption and diffusion process can enrich the research results in the field of policy diffusion in theory,and has important reference value for China to achieve the goal of carbon peak and carbon neutralization in practice.At the same time,it is of great significance to promote global emission reduction.To explore the current situation of China’s climate policy diffusion,the path and mechanism of climate policy diffusion,this paper combines the policy diffusion theories such as vertical impact model,horizontal impact model and internal decision model,and puts forward China’s climate policy diffusion model.The model classifies the diffusion process of China’s climate policy into "top-down path" and "horizontal diffusion path",and then derives four potential diffusion mechanisms: policy pressure,pilot promotion,geographical diffusion and competitive diffusion.This paper uses the empirical analysis method of 31 provincial administrative districts in 2018 to test the hypothesis.The conclusions can be summarized as follows:(1)China’s climate policy system presents the characteristics of "wide field,multi intersection,emphasizing mitigation and neglecting adaptation".(2)China’s policy has shown a high-speed diffusion trend in local areas.During this period,with the frequent change of policy leadership,there are roles of leader,overtaker,middleman,overtaken and laggard in the diffusion process of climate policy.(3)China’s climate policy diffusion shows the characteristics of "regional heterogeneity and regional homogeneity",and spatial correlation and regional heterogeneity coexist.(4)China’s climate policy diffusion is the result of the joint action of the "top-down path" and the "horizontal diffusion path".The influence of the "bottom-up path" is weak,and the central government and governments at the same level are the main promoters of climate policy diffusion.(5)The mechanism of climate policy diffusion in China mainly includes "pilot promotion","geographical diffusion" and "competitive diffusion".Climate policy diffusion is the product of the combination of central guidance and local autonomy,rather than the result of central policy pressure.This paper also reveals some problems in China’s climate policy system and policy diffusion,such as insufficient attention to climate adaptation policy,lack of regional coordination,less consideration of long-term interests from the policy starting point,and so on.Climate policy is an important tool for human society to deal with climate change.Studying the diffusion path and diffusion mechanism of China’s climate policy not only further enriches the research results in the field of policy diffusion,but also provides useful policy reference for China to deal with climate change.
