After entering the 21st century,mankind has entered the era of comprehensive development and utilization of the ocean,and has entered the century of the ocean.The development of ocean economy has become a new theme that countries around the world pay close attention to,and it has gradually become a new growth pole for the economy of various countries.The report of the 19 th National Congress of the Communist Party of China clearly pointed out that "adhering to the overall planning of land and sea,and accelerating the construction of a maritime power",my country's emphasis on the development of the marine economy has continued to rise,and the marine economy has become an important part of my country's economic development.Under the background of regional economic integration,marine industry agglomeration has become the basic form of marine economic development.The scale effect,structural effect and technical effect generated by agglomeration can not only effectively promote the development of marine industry,but also help promote the upgrading of industrial structure.However,with the continuous development of marine industry agglomeration,the contradiction with regional resources and environment has become increasingly prominent.Therefore,it is of great significance to study the relationship between marine industry agglomeration and the coordinated development of resources and environment for my country to build a strong marine country and achieve sustainable marine development.After sorting out the relevant research literature at home and abroad,and on the basis of elaborating the coupling mechanism of marine industry agglomeration and the resource environment,first of all,it measures and analyzes the marine industry agglomeration in 11 coastal provinces and cities from the perspective of inter-provincial and inter-regional.Secondly,after verifying that the two systems have a dynamic coupling relationship,a coupling model is introduced to measure and analyze the spatiotemporal characteristics of the coupling coordination degree of the two systems;thirdly,the panel fixed effect regression and panel threshold regression are used to explore the agglomeration and resources of the marine industry The relationship between environment and coupling coordination degree;then,the grey forecast GM(1,1)model is constructed to forecast and forecast the coordinated development trend of marine industry agglomeration and resources and environment from 2019 to 2028;On the basis of the situation,this paper puts forward countermeasures and suggestions on the coordinated development of marine industry agglomeration and resources and environment.The research shows that:(1)the overall agglomeration level of the marine industry and the level of the three marine industries have a large inter-provincial gap,which is decreasing year by year in terms of time series,but there is a phenomenon of "the strong stay strong and the weak stay weak";The spatial evolution of the three marine industrial agglomeration levels is characterized by agglomeration degradation,north-to-south transfer,and increasingly significant agglomeration;in addition,the marine tertiary industry agglomeration in the three major marine economic circles is in a trend of "east > south >north",(2)There is a strong and positive interaction between the marine industry agglomeration system and the resource environment system.The coordinated development type of most coastal provinces and cities belongs to the lag type of resources and environment,and the coupling coordination degree is on the rise as a whole,(3)The role of marine industry agglomeration and resource environment on the coupling coordination degree is at the left end of the inverted "U" shape,which has a monotonous promoting effect,but is in a "marginal decreasing" trend;the promoting effect of resources and environment on the coupling coordination degree varies with the overall marine industry.The increase in agglomeration level has a "marginal increase" effect;with the improvement of the marine primary and secondary industry agglomeration level,there is a "marginal decrease" effect;with the improvement of the marine tertiary industry agglomeration level,there is a "marginal increase" effect,and the The promotion of the promotion mainly depends on the improvement of the agglomeration level of the marine tertiary industry,(4)The forecast results show that the coordinated development of my country's marine industry agglomeration and regional resources and environment is developing from disorder to orderly development.The overall level of resource-environment coupling coordination has shown a steady growth trend,and has gradually entered the stage of coordinated development.
