With the rapid development and utilization of global land resources,the ocean has become an important area for human to expand the space of economic development.On the one hand,the ratio of marine economic output value to GNP is increasing,and marine economy is developing rapidly;on the other hand,marine resources are over utilized,and marine environment is deteriorating.Hebei Province is one of the coastal provinces and cities with excellent resource endowment,but the unreasonable use of resources leads to the deterioration of water quality and frequent marine disasters in Hebei Province.Therefore,how to coordinate the relationship between "developing marine economy" and "protecting marine environment" in Hebei Province has become an important research topic.In this paper,the coordinated development of marine economy and marine environment in Hebei Province is taken as the research object-Based on the statistical data of 2017,the development status of marine economy in Hebei Province is analyzed from three dimensions of economic scale,industrial structure and development quality,and the protection status of marine environment in Hebei Province is analyzed from two dimensions of environmental pressure and environmental status.On this basis,the Environmental Kuznets curve,coupling coordination degree model and Tapio decoupling model are used to evaluate the marine economy in Hebei Province This paper focuses on the differences between Hebei Province,Tianjin,Liaoning,Shandong and other provinces around the Bohai Sea and the overall level of the country.In addition,it also explores and studies on the industrial level.Taking marine fishery,marine transportation and coastal tourism as examples,it evaluates the coordinated development of marine economy and marine environment of the main marine industries Department.After that,this paper analyzes the restrictive factors of the coordinated development of marine economy and marine environment in Hebei Province,and puts forward the corresponding control programs and measures.The results show that:(1)From 2006 to 2017,the marine economy of Hebei Province increased significantly,and the marine environment gradually deteriorated and improved around 2014,which was related to the environmental governance and the fluctuation of natural factors in recent years.The Kuznets curve of marine economy and marine environment in Hebei Province presents a "U" shape,that is,the marine environment first deteriorates and then improves with the development of economy.The degree of coupling coordination decreased or fluctuated before2015,and increased significantly after 2016.The decoupling state of the two is mainly negative decoupling in the early stage and strong decoupling in the late stage,but it also has obvious fluctuation characteristics affected by environmental fluctuations.Compared with the overall level of Tianjin,Liaoning,Shandong and other provinces around the Bohai Sea,the coordinated development degree of marine economy and marine environment in Hebei Province is obviously lower,which is closely related to the low level of marine economic development and the poor state of marine environment.(2)From 2006 to 2017,coastal tourism continued to grow rapidly,and the development of marine fishery was relatively flat.The coupling coordination degree of the main marine industries,marine economy and marine environment is basically similar,with certain time difference.Before 2015,the fluctuation characteristics are obvious,mainly reluctantly coordinated.After 2016,the coupling coordination degree has increased significantly,reaching the intermediate or good coordination level,which is related to the improvement of marine environment.
