As a strategic natural resource,water resources play a decisive role in human survival,social development and ecological protection.Water resources play an indispensable role in the economic and social development of a region,affecting each field of the public.But at present,with the rapid development of economy in the 21st century,there is a problem of water shortage in many areas of China,which leads to the increasingly serious contradiction between supply and demand of water resources.In order to make the regional economic,ecology and water resources develop harmoniously,healthily and sustainability,it is necessary to optimize the allocation of water resources.Through reading and learning the relevant literature on the optimal allocation of water resources,taking a county as the research area,on the basis of the current situation and existing problems of water resources in the area,the water supply and demand are predicted.Taking the regional economy,society and ecology as the objectives,the optimal allocation model of water resources is established,and the water resources allocation scheme under the planning level year is obtained through genetic algorithm.The main researches are as follows.Firstly,according to the collected data,this paper sorts out the basic situation of the study area,analyzes the present situation of water resources,and points out the issues existing in the development and utilization of water resources in this area.Secondly,according to the actual situation of the area,the water supply sources are divided into Yellow River water,Qinhe River water,South to north water diversion water,local surface water,underground water and recycled water,and the water users are divided into domestic water demand,agricultural water demand,industrial water demand,tertiary industry water demand and ecological water demand.According to the specified water supply sources and water demand users,combined with the local basic data and relevant development planning,the water supply and water demand of the county in 2025 and 2030 are predicted,which lays the foundation for establishing the optimal allocation model of water resources.Thirdly,based on the theory of optimal allocation of water resources,combined with the basic situation of the study area,taking economy,society and ecological environment as benefit objectives,a multi variable and multi constraint optimal allocation model of water resources is established,and the parameters involved in the model are analyzed and determined.Genetic algorithm was used to solve the model,and six groups of water resources optimal allocation schemes were selected.The entropy weight TOPSIS method is used to evaluate the results of the optimal allocation of water resources of six groups of schemes,and the optimal allocation schemes in 2025 and 2030 are obtained,and the optimal schemes are analyzed.Fourthly,through the analysis of the optimal scheme,it shows that the amount of water resources in 2025 and 2030 can fully meet the water demand of the living and ecological sectors,only a small amount of water shortage exists in the production sector,and the water shortage rate is less than 10%,which basically meets the future water demand.The allocation scheme is scientific and reasonable,which can provide a scientific and reasonable basis for the future water resources planning and management of the county.
