Central Asia,the pioneering place of the “Belt and Road”,is under the threat of prominent water issues.The water production and water use areas in Central Asia are inconsistent in space,leading to complex and conflicting water use relations.At the same time,there are many unreasonable phenomena in the circular development and optimized allocation of land resources in Central Asia,which seriously threaten the economic development of Central Asia.Therefore,this research is aimed at the Central Asia region,to carry out research on the related issues of water and land resources,and to provide measures for realizing the efficient use of basic resources in the region.This research takes Central Asia as the research object,using Arc GIS 10.2 10.2 and MATLAB R2016 a software for research.This paper constructs the model of Gini coefficient and matching coefficient.In addition,parameters such as total renewable water resources,actual water consumption,and arable land area are introduced to evaluate the consistency level of water and land resources in Central Asia on time and space scales.At the same time,it provides theoretical guidance for the efficient circular development of water and land resources in Central Asia,and uses a fuzzy comprehensive evaluation model based on the entropy method to study its carrying capacity.Finally,the obstacle degree is used to analyze the main influencing systems and parameters of the bearing capacity.conclusion as below:(1)Water and land resources in Central Asia generally show a trend of "rich land resources and shortage of water resources",and at the same time,the degree of development and utilization of water and land resources is low.There is an obvious dislocation phenomenon in the spatial distribution of water resources and arable land resources in Central Asia,the most obvious in Kazakhstan.The results show that the matching degree of upper Aral Sea countries(Kyrgyzstan,Tajikistan)is better than that of downstream countries(Turkmenistan,Uzbekistan,Kazakhstan).The Gini coefficient of Central Asia is 0.32,and the matching coefficient of water and land resources is 1.25.Therefore,the matching of water and land resources from Central Asia is reasonable,and the water contradiction mainly lies in the distribution and utilization of water resources among countries.(2)The evaluation results show that the overall water and land resources in Central Asia are in the intermediate stage,that is,the development period of the recycling stage of basic resources.During this period,the recycling of the two resources has reached a certain degree.In the drier countries of the world,there is still much room for development in the recycling capacity of this resource in Central Asia.The carrying capacity of water and land resources in Kazakhstan is relatively high(level ?),and there is greater demand and room for improvement in the development and utilization of water and land resources.The carrying capacity of water and land resources in Uzbekistan has always been at a low level(Level V),and the possibility of further circular development of the two resources in the region is small.The other three countries in the region are in the medium level,and water and land resources have a certain potential for development and utilization.(3)The utilization rate of agriculture is the core parameter that affects the carrying capacity of the two resources,followed by the reclamation rate.It is mainly determined by resource parameters.In the early stage,the ecological environment has a greater influence on the carrying capacity of water and land resources.In summary,in order to realize the efficient use of water and land resources in Central Asia,efforts must be made in the optimization of resource allocation and management and the construction of suitable water conservancy projects.And strengthen international cooperation,learn from the measures that have outstanding effects in governance,in order to realize the sustainability of resources in Central Asia.
