Land planning is to coordinate the economic and social development and population,resources,the relationship between the land and space layout and resource allocation plan.Regional land resources carrying capacity and ecological environment capacity is the prerequisite for saving,protecting and rationally developing land resources.It is the foundation of ecological civilization construction and healthy development of urbanization.To carry out the evaluation of the carrying capacity of resources and environment,to determine the threshold of resource and environment carrying capacity of a region or country for a certain period of time,to guide the scope,intensity and scale of the activities carried,Which is conducive to optimizing the land development pattern,control the development intensity and the boundary of the city and the boundary of ecological protection,and guide the adjustment of industrial structure and population concentration.Is conducive to strengthening the "strict process" to effectively improve the efficiency of resource use and ecological protection,to achieve comprehensive,coordinated and sustainable development.Based on the MATLAB software platform,this paper uses artificial neural network(ANN),gray Markov(GM),regression analysis and other technical methods.This paper makes a quantitative evaluation and analysis on the carrying capacity of land resources,water resources and mineral resources in Hunchun City.In order to quantitatively describe the regional coupling of land resources development and utilization and ecological environment capacity,the theme integrates the emergy theory and builds the "emergy-ecological footprint model" on the basis of traditional ecological footprint method,the ecological carrying capacity and ecological footprint of Hunchun City in 2002 and 2014 were calculated.Based on the dynamic change rule,the ecological carrying capacity and ecological footprint of Hunchun City were forecasted reasonably,Reveal the trend of Hunchun's ecological and economic system in the next five years,and characterize the interaction between human socio-economic development and ecological environment.The main conclusions of the paper are as follows:(1)In order to guarantee the economic and social development of Hunchun City,the amount of cultivated land should not be less than 26,173.44 hectares by 2020,the scale of rural construction land is not more than 493.50 hectares,the reasonable size of urban construction land is 2301.84 hectares,Production water and domestic water should be controlled in the scale of 23224.33 million cubic meters and 19.2454 million cubic meters,the rational use of groundwater and surface water scale of 107.592 million cubic meters and 26,804.44 million cubic meters,respectively,coal,copper concentrate,tungsten concentrate reasonable production scale were 11 million tons,14,000 tons and 10,000 tons.(2)The results show that the per capita ecological carrying capacity of Hunchun City has been fluctuating in a certain range from 2001 to 2014,and the per capita ecological footprint has changed significantly,But the overall trend was rising,the ecological deficit showed the first increase after the increase and then increase the law.During the planning period,the ecological deficit in Hunchun will increase significantly.(3)The results of Hankun City's land resources carrying capacity and environmental capacity accounting show that the comprehensive improvement of land should be strengthened during the planning period,and the ecological environment protection mode and way should be innovated to enhance the land and resources function.
