In recent years,a series of policies and measures have been implemented to improve the ecological environment in Beijing,Tianjin and Hebei,with remarkable results.However,the environmental pollution problem caused by the long-term extensive economic growth mode in the Beijing-Tianjin-Hebei region has not been completely solved,and the contradiction between economic growth and environmental pollution is still prominent.The rapid growth of population,excessive consumption of resources and serious pollution of the environment have resulted in the decline of the resource and environment carrying capacity of the region,which has seriously affected the coordinated development of Beijing-Tianjin-Hebei region.It has become a major problem hindering the comprehensive and sustainable development of the society.In this context,it is particularly important to scientifically evaluate the carrying capacity of resources and environment,understand the carrying status,and make the coordinated development of economy and environment within a reasonable carrying limit.Based on the data of resources,environment,population and economic development from 2007 to 2016,this paper discusses the current situation of resources and environment in Beijing,Tianjin and Hebei in detail in order to understand the situation of resources and environment in Beijing,Tianjin and Hebei.Using the improved ecological footprint model based on energy value theory,the carrying capacity of resources and environment in Beijing,Tianjin and Hebei is analyzed quantitatively.From the perspective of regional integration and the comparison between Beijing,Tianjin and Hebei regions,the carrying capacity of resources and environment of the three places is analyzed longitudinally on the axis of time,and the carrying capacity of resources and environment of the three places is compared on the axis of space.By calculating the total resource and environment carrying capacity and total energy ecological footprint,as well as the per capita ecological carrying capacity and per capita energy ecological footprint,horizontal and vertical comparative analysis is carried out to calculate the ecological balance of the whole region and the three regions.Further comparison of the current environmental carrying capacity and human activities to the extent of resource consumption.Finally,economic indicators are introduced into the energy-ecological footprint model to calculate the energy-ecological footprint of ten thousand yuan of GDP.The resource utilization efficiency of Beijing-Tianjin-Hebei region in the past 10 years is calculated and the trend of ecological environment development is analyzed and the impact of economic growth on the resource and environmental carrying capacity is evaluatedIt is found that the total resource and environmental carrying capacity of the Beijing-Tianjin-Hebei region fluctuates little,but the total resource is not balanced among the regions.The per capita resource and environment carrying capacity of each region is decreasing year by year,and all of them are in ecological deficit.Based on the empirical conclusion,this paper evaluates the carrying status of resource consumption according to the dynamic change trend of resource and environment carrying capacity and human activities over the years,and proposes to control the over-concentration of population in large cities and balance the resource demand.We will upgrade the industrial structure,rationally plan land use and vigorously develop a green economy and accelerate technological innovation and develop and utilize new energy sources.The countermeasures and suggestions to enhance the resource and environment carrying capacity of the Beijing-Tianjin-Hebei region are to promote the coordinated management of the ecological environment of the three regions and realize the optimal allocation of resources.
