The ocean is an open and complex system, the economic development of the human society has a close relationship with the ocean. The ocean provide rich resources to human survival and socio-economic development, and people for the development and utilization of ocean space and resources will inevitably have a profound impact on the marine ecological environment. The negative effects appeared continuously, such as excessive exploitation and utilization of resources、serious pollution of the marine environment biological reduction et al. In this case, it is high time to study the marine resources and environment carrying capacity (MRECC) coordinate the relationship of human, socio-economic, marine resources and the environment, in order to ensure the sustainable and healthy development of marine economy. Based on previous research, access to a lot of data and information, combined with marine resources environmental and socio-economic status of Hebei Province, the state-space evaluation model and system dynamics(SD) model were established in this paper. Analysis of the marine resources and environment carrying capacity in Hebei Province from 2005 to 2014, predicts the future development trend of the marine resources and environment carrying capacity in Hebei Province, and on this basis, put forward countermeasures to improve the marine resources and environment carrying capacity in Hebei Province.<. The results were as follows:(1)Based on the state-space evaluation model, build "P-S-R" (pressure-state-response) evaluation index system, evaluate the status quo of the marine resources and environment carrying capacity in Hebei Province is analyzed. The result was that from 2005 to 2014 the value of marine resources and environment carrying capacity in Hebei Province showed a downward trend in volatility. Too large stress is the main cause of overload. From 2005 to 2012 the economic growth was the main stress, but environmental pollution turn into a major stress from 2012 to 2014.The improvement of the bearing capacity is mainly thanks to science and technology level of ascension(2) The system dynamics model is used to simulate the trend of population economic, environmental resources in the Hebei Province from 2015 to 2020, predicts the future development trend of the marine resources and environment carrying capacity in Hebei Province. Results show that the present mode environmental bearing capacity of Marine resources in Hebei Province as a whole is in full load condition, optimize mode by full load condition tends to sustainable carrying state.(3) From two aspects of human social and economic development and environment and Marine resources put forward the countermeasures to achieve the purpose of improving the marine resources and environment carrying capacity...
