Ecological Compensation Of Cotton Straw Resource Utilization Based On Conditional Value Evaluation

Since the 1990s,the spatial distribution of cotton planting industry has gradually shifted from the central region to the western region.As an important cotton producing area in China,Xinjiang has produced a large number of cotton straw.If it is directly dumped as agricultural waste,it will produce a huge waste of resources and huge damage to the environment.However,if a large number of cotton straw is utilized as resources,it can reduce carbon emissions and produce considerable economic and social ecological benefits for the local.As an important area of cotton production in Xinjiang,the resource utilization of cotton straw in southern Xinjiang production and Construction Corps is conducive to enhancing the economic benefits of cotton industry,protecting and improving the ecological environment of Southern Xinjiang,upgrading agricultural industry and efficient utilization of resources,and turning waste into treasure.Cotton farmers in southern Xinjiang production and Construction Corps generally have low utilization rate of straw resources,and have not yet established a perfect ecological compensation system for the utilization of straw resources,and there is no reasonable compensation standard.Therefore,this paper studies the theoretical value of ecological compensation standard in the utilization of straw resources.Based on the survey data of cotton farmers' willingness to pay in the southern Xinjiang production and Construction Corps,this paper analyzes the factors influencing the utilization of cotton straw resources by using contingent valuation method,and calculates the possible compensation standards in the utilization of cotton straw resources.According to the compensation standards and influencing factors,this paper puts forward the construction of ecological compensation mechanism for the utilization of cotton straw resources.Based on this study,the following conclusions are drawn:(1)through the contingent valuation method,direct cost method and market value method,the compensation standard of cotton straw resource utilization is calculated respectively,and finally the ecological compensation standard of cotton straw resource utilization is established,which is 18.8 ? 28.1 yuan / mu.(2)Education years,cotton planting area,government staff,whether easy to obtain policies,whether to increase income will have a significant positive impact on the level of willingness to pay.Highly educated people,high-income people,understanding other technologies will have a significant negative impact on the level of willingness to pay.Government staff and highly educated people will have a significant positive impact on the level of willingness to pay Education years,annual income,whether to increase income will have a significant negative impact on the level of willingness to pay.Among the influencing factors,high-income people have the greatest impact on the level of willingness to pay,and government staff have the greatest impact on the level of willingness to pay.(3)This paper constructs the ecological compensation mechanism of cotton straw resource utilization,analyzes the principles of ecological compensation mechanism,the design framework of ecological compensation mechanism,and the guarantee measures for the operation of ecological compensation mechanism,and establishes the principles of Destroyer paying,protector getting compensation,government leading,market participation,fairness and wide participation.At the same time,through the design of the basic framework,the compensation mechanism is established Finally,through the laws and regulations,management mechanism,social supervision,technical support and funding sources to determine the operation guarantee of ecological compensation mechanism,in order to promote the ecological compensation of cotton straw resource utilization The mechanism can operate reasonably and effectively.
