| Circular economy is a kind of ecological economy.Facing the double pressure of environmental pollution and resource shortage,it is the key to realize "two-oriented agriculture" in China to make full use of limited resources to promote the economic,social and ecological and sustainable development without destroying the ecological environment.In the process of building a well-off society in an all-round way,the resource efficiency,recycling as the core of ecological economy is to change the excessive consumption of resources in our country present situation,the reasonable development and an important way of promoting the efficient allocation of resources,and promote the healthy development of circular economy,to realize the inevitable choice of agricultural sustainable development,agricultural waste recycling as the core of the circulation of agriculture is one of the focus of the whole society.Xinjiang is a major cotton producing area in China,and cotton straw resource is a kind of resource-based agricultural waste.It is particularly important for cotton farmers to recognize the positive externality value of its recycling,which is conducive to improving the recycling efficiency of cotton straw and promoting the development of "two-oriented agriculture".In recent years,the present situation of comprehensive utilization of crop straw in improve year by year,but the comprehensive utilization rate is still low,cotton straw resources as the main agricultural waste resources in xinjiang,the recycling value of positive externalities and cotton farmers of cotton straw recycle cognitive situation to promote the positive externalities of value cotton straw recycling plays a vital role.In this paper,based on circular agricultural theory and externality theory,seven areas in xinjiang,based on the investigation data of 437 cotton farmers,first of all,the more orderly classification Logistic regression model analyses the influence of cotton farmers of cotton straw recycle positive externalities of cognitive value of various factors,the influencing factors of classified into three categories,namely,personal characteristics,family characteristics,policy and technical characteristics,and analysis of different influence factors on the cotton farmers the influence degree and the causes of positive externalities value cognition,then further probes into the cotton farmers of cotton straw recycle value cognitive differences;Secondly,CVM is used to estimate the positive externality value of cotton straw recycling through the payment willingness data of cotton farmers for the recycling of cotton straw,and the ecological environmental value and social value of cotton straw recycling are analyzed by taking the field of cotton straw recycling as an example.Finally,combing existing on agricultural waste recycling subsidy policy,by comparing the conclusion there are problems of agricultural waste resource subsidy policy,combined with cotton straw recycle positive externalities empirical analysis results and the value of cotton farmers cognitive situation,put forward to improve cotton straw recycling subsidy policy advice,to promote xinjiang cotton straw recycle and the sustainable development of relevant industries.The following basic conclusions are formed through research:(1)The cotton farmers of cotton straw resources recycling positive externalities value cognition,sorted by value cognitive level as follows: ecological environment cognition(54.2%)> social value cognition(51.0%)> economic value cognition(46.5%),about more than half the cotton farmers can realize thecotton stalks,the benefits of recycling of cotton straw recycle of ecological function,social function,economic function agree,cotton farmers of cotton straw recycle economic value cognition degree is low.(2)More orderly classification results show that the Logistic regression model,influence cotton farmers of cotton straw recycle the comprehensive value of positive externalities of cognition are the main factors of gender,age,culture level,living type,family population,cotton production accounts for the proportion of household spending,cotton planting area,last year the total output of cotton,cotton straw recycling policies,whether local propaganda whether local promotion cotton straw recycling related technology,relevant policies and information access,These 11 variables significantly affect cotton farmers' cognition of the comprehensive positive externality value of cotton straw recycling.(3)Estimation based on the questionnaire survey results of cotton farmers' willingness to pay,two kinds of payment,cotton farmers are more willing to advance by means of voluntary Labour cotton straw recycle the realization of the value of the positive externalities,cotton farmers in rural areas of the average willingness to pay is 109.75 yuan/units,but the urban areas of cotton farmers average willingness to pay is223.91 yuan/units;The level of economic development shows regional differences and the amount of household disposable income and disposable leisure time is the main reason that the two payment methods of rural cotton farmers and urban cotton farmers are not unified.(4)In 2017,the positive non-market value of cotton straw recycling in Xinjiang was 1.037 14 billion yuan,equivalent to 0.67% of the total agricultural output in Xinjiang in 2017.The total non-market value of positive externalities of cotton farmers in rural areas was 417.879 3 million yuan,and that of cotton farmers in urban areas was 83.168 99 billion yuan.(5)According to the results of empirical analysis,some Suggestions are put forward to further improve the subsidy policy of cotton straw recycling.First,improve the scientific and reasonable subsidy standards,accelerate the transformation of scientific and technological achievements;Second,strengthen the propaganda and guidance of subsidy policies and increase subsidies for cotton farmers' education and training.Third,strengthen the financial subsidy of cotton straw recycling and optimize the subsidy path;Fourth,the implementation of supporting financial loan subsidies,the establishment of a diversified investment mechanism;Fifth,the precise target of subsidies,expand the use of subsidies,increase the purchase of agricultural machinery subsidies;Sixth,improve the cotton straw subsidy policy operating procedures,strengthen the late supervision. |
