The ocean as the cradle of human is giving the new meaning and value to human. With the sharp increase demand for resources, the exploration of ocean is unprecedented in the world scope. As a result, marine problem is becoming the common global problem. Therefore, the realization of the marine environmental monitoring becomes an important prerequisite for guiding the exploitation of marine resources and the protection of marine environment. Only master the real-time dynamic information of the ocean, including hydrological, meteorological, ecological and other marine elements data, can marine monitoring produce the important guidance to prevention of marine disasters, marine construction and marine environmental protection.Data buoy as an essential part of the modern marine monitoring system has made rapid development in recent years. European and American countries started earlier and stayed in the advanced world level in the field of data buoys, buoy application technology in our country also started earlier, has completed the automation of marine monitoring network based on all kinds of data buoy, the data buoy has become an essential part in the marine monitoring of China.This project of ecological buoy system relying on the State Oceanic Administration model data buoy, intends to put buoy system in southeast coastal region of China to observe the marine environment, receive the real-time monitoring data and transmit the data to the Forecast Center of East Sea in order to realize the receiving, storage and real-time online observation of the marine environment. In addition to the conventional data including hydrological, meteorological elements, ecological buoy system adds the monitoring to ecological factors. This paper focuses on the system of data receiving and processing.Ecological buoy data receiving and processing system is mainly composed of communication system and receiving and processing system. The communication system comprises Beidou communication system and CDMA communication system, these communication modes have their own advantages and disadvantages, using dual mode of communication can realize the complementary advantages of the two modes to ensure the stability and accuracy of receiving data. The data receiving and processing software as the shore station receiving and processing system of the ecological buoy is the data receiving and data processing part of the whole ecological buoy system, including real time data display, U disk data processing, data query, data management, system settings and other parts. The main function contains the realization of the communication between shore station and the buoy, the processing and display of real-time data, the query and management of data, the uploading of data. The system adopts visual studio 2008 as the compiler tool, combined with the mixed programming of Matlab to make full use of the advantage of Matlab in data processing and graph generation.After the actual debugging and operation, the data receiving and processing system of ecological buoy reached the expected requirements. The system works stably and the data is accurate.
