At present,China is in an important period of economic transformation.Under the complex development situation of increasingly prominent constraints on population,resources and environment,the Fifth Plenary Session of the 18 th CPC Central Committee put forward five new development concepts,including "innovation" and "green".Green innovation has become a way to save resources,protect the environment,promote sustainable social progress,improve production efficiency and improve the quality of environmental life the effective way of quantity.At the same time,with the development of Yangtze River Delta integration promoted to the level of national strategy,the development of Yangtze River Delta integration has also become a hot topic in academia.At present,the Yangtze River Delta is one of the most active,open and innovative regions in regional economic integration,but it also gathers industries with high pollution and energy consumption.Environmental pollution and resource shortage are still an important factor limiting the high-quality economic development of the Yangtze River Delta.Therefore,it is necessary to effectively measure and improve the green innovation efficiency of cities in the Yangtze River Delta It is conducive to the orderly and sustainable development of the economy and innovation in the Yangtze River Delta region,and it is also of great significance to promote China's economic transformation and upgrading.This paper focuses on the theme of "the measurement and influence of green innovation efficiency in Yangtze River Delta".Firstly,combined with the existing literature,this paper defines the concept of green innovation and its efficiency and green total factor productivity,and combs the relevant efficiency theory,regional innovation development theory,sustainable development theory and endogenous growth theory;secondly,based on the analysis of the development status of green innovation in the Yangtze River Delta region in 2010-2018,it constructs the investment of green innovation efficiency in the Yangtze River Delta city In the input-output evaluation index system,the super efficiency DEA model is used to accurately measure the green innovation efficiency of the Yangtze River Delta city,and Malmquist index is used to decompose the efficiency from the perspective of time change;finally,the Tobit regression model is used to analyze the impact of other external factors on the green innovation efficiency of the Yangtze River Delta city.It is found that the overall efficiency water of green innovation in 26 cities in the Yangtze River Delta is relatively high,and the annual average efficiency value reached 0.931 during 2010-2018.From the perspective of time,the overall efficiency is on the rise.From the perspective of space,the differences between the green new efficiency of each city are relatively large.The annual average green innovation efficiency level of Shanghai and Jiangsu is relatively high,and that of Zhejiang Province is relatively high According to the results of efficiency decomposition,it is found that technological progress is the leading factor to improve the efficiency of urban green innovation.From the regression results of the model,the economic level,government support,urban pollution control efficiency,the degree of urban opening and urban traffic accessibility all have a positive impact on the efficiency of green innovation Among them,the efficiency of urban pollution control,the degree of urban opening up and the degree of urban traffic access are significantly affected,while the industrial structure of the city is negatively related to the efficiency of green innovation.Finally,according to the above analysis,the corresponding countermeasures are put forward.
