At present,China's economic and energy development has entered a new normal,which forces China to change its industrial structure and abandon the economic growth model of high energy consumption and high carbon emissions.Economic development mainly depends on industry,so industry is the main source of environmental pollution.As a major "industrial" province,Hebei Province has no delay in environmental issues.At the same time,under the new normal background,how to deal with the relationship between industrial transformation and environmental protection is the biggest problem facing Hebei Province.Ecological efficiency is an important indicator to measure the degree of coordinated development of industry and environment.The development of green industry must enhance industrial ecological efficiency.Therefore,the research on the calculation of industrial ecological efficiency of prefecture-level cities in Hebei Province is of great theoretical significance not only for the realization of the coordinated development of industry and environment in Hebei Province,but also for the promotion of the coordinated development of regional industrial green in Hebei Province.This article takes 11 prefecture-level cities in Hebei as the research object,and the industrial ecological efficiency of each city as the research content.First,based on the previous DEA,this paper builds an improved Super-DEA model that considers undesired output;secondly,based on the measurement results,the industrial ecological efficiency of 11 prefecture-level cities in Hebei Province is carried out from the perspective of time and space Analysis;Finally,in order to explore the influencing factors of industrial eco-efficiency in Hebei Province,combined with the actual situation in Hebei Province,selected seven factors indicators of economic development level,industrial structure,energy consumption structure,technology input,opening to the outside world,government financial expenditure and urbanization A gray correlation analysis model was constructed for empirical analysis,and on the basis of the measurement results,countermeasures for developing green industries in Hebei Province were proposed.Main research conclusions:(1)The industrial eco-efficiency levels of 11prefecture-level cities in Hebei Province are quite different.Shijiazhuang and Handan have the highest industrial eco-efficiency levels,and Hengshui and Xingtai have the lowest.It shows that the development of green industry in Hebei Province is unbalanced,and the road of coordinated development needs to be further explored.(2)From 2008 to 2017,the industrial eco-efficiency of each city in Hebei Province showed a "inverted U" growth trend of decreasing first and then increasing.This is in line with the increase in industrial structure transformation in Hebei Province since the new normal in 2012 and the improvement of the quality of green industrial development.Matching.(3)The analysis and analysis of the influencing factors on the industrial ecological efficiency of Hebei Province found that: three factors influencing the level of opening to the outside world,the level of economic development,and technological investment have a positive effect on the industrial ecological efficiency of Hebei Province.On the contrary,the industrial structure,Government fiscal expenditure,energy consumption structure and urbanization level have a depressing effect on the industrial ecological efficiency of Hebei Province.Finally,based on the analysis conclusions,suggestions for industrial green development in Hebei Province were proposed.
