| Water resources are not only natural resources,but also important economic resources.With the increasingly serious shortage of water resources,how to improve the utilization rate of water resources and alleviate the shortage of water resources has become a problem of great concern to the government and experts.In the country's total water consumption,agricultural water accounts for a considerable proportion,especially in Dezhou,where agricultural production is the main business model,this phenomenon is more prominent.Dezhou's agricultural water consumption accounts for more than 80 % of its total water consumption,and the water-saving space for agricultural development is huge.If effective measures can be taken to improve the utilization rate of agricultural water resources,it will play a great role in solving the water crisis and optimizing the supply and demand structure of water resources in China.Based on this background,this paper focuses on the utilization efficiency of agricultural water resources in Dezhou City and the influencing factors that lead to the increase or decrease of water resources consumption.According to the utilization status of agricultural water resources in various regions of Dezhou City,this paper focuses on combing and summarizing the causes and outstanding problems affecting the efficiency of water resources in agricultural development,collects the detailed data of agricultural input and output indicators in Dezhou City,calculates the water use efficiency of each county(district),and finally clearly identifies the strength and direction of the main influencing factors,so as to determine the important influencing factors affecting the efficiency of rural water use in Dezhou City,provide theoretical support for the efficient utilization of agricultural water resources in groundwater overdraft areas,and give some reference for the sustainable utilization of agricultural water resources in Dezhou City.This paper uses data envelopment analysis(DEA)model for analysis.According to the previous literature research and the current situation of agricultural development in Dezhou City,the input and output indicators are selected.It is found that there are great differences in the utilization efficiency of agricultural water resources between counties(districts)in Dezhou City from 2016 to 2020.The comprehensive efficiency of agricultural water use in Yucheng City,Ningjin County,Qihe County and Wucheng County has not reached DEA efficiency in five years.Adjustments should be made in these areas,and there is a huge room for improvement in the efficiency of agricultural water use.The continuous fluctuation of technical efficiency and scale efficiency of agricultural water resources utilization in each county(district)of Dezhou City also indicates that each county(district)of Dezhou City has not yet formed an efficient scale of water-saving production,and the progress of agricultural water-saving technology is slow.It is suggested that Dezhou City should adjust the agricultural industrial structure,that is,each county(district)should establish an agricultural planting structure and planting scale suitable for the situation of water resources,promote the progress of agricultural irrigation technology,gradually improve the management system,strengthen the comprehensive management of water resources,increase water-saving publicity,and form a joint force of water-saving of the whole society to improve the utilization efficiency of water resources in each county(district)of Dezhou City in order to realize the sustainable development of agriculture.The Tobit model regression results showed that the effective irrigation area,water resources structure and agricultural water conservancy facilities had a positive impact on the utilization efficiency of agricultural water resources in Dezhou City.Water resources endowment,mechanization level,vegetable planting area and grain planting area have negative effects on agricultural water resources utilization efficiency in Dezhou.In addition to water resources endowment and water resources structure is not obvious,other indicators are characterized by obvious.Combined with the analysis of the current situation of agricultural water use in Dezhou City,improving the level of agricultural water-saving irrigation technology,increasing the propaganda of water-saving technology,strengthening the maintenance and management of water-saving irrigation facilities and rational allocation of crop planting structure can effectively improve the efficiency of agricultural water use in Dezhou City. |
