Research On The Impact Of New Urbanization Comprehensive Pilot Policy On Urbanization Development Quality

The new urbanization strategy oriented by high-quality development is a new driving force for China's economic and social development,and is also a strong support for the rural revitalization strategy and the regional coordinated development strategy.As an important part of modernization,urbanization is an insurmountable historical development process of a country.In 2019,the urbanization rate of China's resident population was 60.60%.According to the development law of urbanization in the world,it is still at a rapid development stage of 30%~70%,lagging behind the world average development level.In order to cope with the risks and challenges brought by the rapid development of urbanization and comprehensively improve the quality of urbanization development,in March 2014,the State Council of the CPC Central Committee issued the National New Urbanization Plan(2014-2020),proposing to actively carry out reform and innovation and carry out pilot policies.In June of the same year,the National Development and Reform Commission,the Ministry of Housing and Construction and other 11 departments jointly issued the“Overall Implementation Plan for the National Comprehensive Pilot of New Urbanization,” listing 62 cities and towns across the country as the first batch of national comprehensive pilot areas of new urbanization and taking the lead in exploring high-quality development paths for urbanization.Policy effectiveness evaluation is a key link in the process of implementing public policies and is also an important basis for the government to make scientific decisions.The new urbanization comprehensive pilot policy implemented by the state in 2014 is the first pilot policy for the state to promote the development strategy of high-quality urbanization in the new era.It is necessary to make an objective and comprehensive evaluation of its implementation effect,so as to provide important reference for the formulation and improvement of subsequent policies and measures and promote the sustainable high-quality development of China's urbanization.Taking this as a starting point,this paper takes the evaluation of the impact of the new urbanization comprehensive pilot policy on the quality of urbanization development as its core research objective and makes a comprehensive and objective evaluation of the policy effect.The basis of public policy effectiveness evaluation is to construct scientific evaluation standards,and the key is to adopt appropriate evaluation methods.Basedon the theories of urban-rural structural transformation,sustainable development and system theory,this paper constructs a multi-dimensional evaluation index system of urbanization development quality including economy,society,environment and urban-rural development.Taking Changsha City,the first batch of pilot areas,as an example,it measures the quality of urbanization development.Then,using the synthetic control method,23 non-pilot cities are used to construct a non-real "virtual Changsha".By comparing the urbanization development of Changsha and virtual Changsha,the impact of the new comprehensive urbanization pilot policy on the urbanization development quality is evaluated,and the robustness of the empirical results is tested.The research found that: first,Through sorting out China's urbanization development policies,it is found that attaching importance to the development of small towns runs through the whole process of relevant policies development in China's traditional urbanization stage,urbanization transition stage and new urbanization stage;Second,Changsha's urbanization comprehensive development index in 2018 is 71.01,which is at a medium to high level of development.Third,social development has the greatest weight in the evaluation index system of urbanization development quality,which indicates that it has the greatest marginal contribution to the improvement of urbanization comprehensive development quality.Fourth,the new urbanization comprehensive pilot policy has improved the quality of urbanization comprehensive development,but the marginal utility of the policy shows a decreasing trend.Fifth,there are differences in the impact of the new urbanization comprehensive pilot policy on the development quality of urbanization sub-dimensions,with the least impact on the quality of economic development,the more significant impact on the quality of social development,the most unstable impact on the quality of environmental development,and the steady rise in the impact on the quality of urban and rural development.Finally,based on the conclusion of the study,it puts forward innovative urban governance methods to improve the quality of social public services.Strengthen the dynamic evaluation of urbanization policies,enhance the long-term effectiveness of policies,promote the construction of two-type urbanization,develop a new circular economy and other relevant policy recommendations.
