As the urbanization process continues to accelerate,urban systems are faced with a series of problems such as traffic congestion,environmental degradation,and resource shortages.Practice has proved that smart cities have a great effect on integrating system resources,accelerating economic development speed,and improving living environment.However,it development is affected by various aspects such as economic level,technology level and infrastructure.The evaluation model of smart city development level with future development trends can promote the sustainable development of smart cities more scientifically and efficiently.The thesis first discusses the connotation and definition of smart city,and considers the core objectives,system application,and basic support to build a evaluation system,which concludes level of indicators based on smart input,smart economy,innovation level,smart social service,smart ecology and smart people.In total of 26 three-level indicator.In order to improve the inadequacies of the traditional entropy weight method,the weights given by the indicators are more precise.The evaluation value is measured by the "vertical" distance TOPSIS method,and the smart city based on the improved entropy weight method-"vertical"distance TOPSIS method is constructed.Evaluation model.Secondly,it describes the construction foundation of China's smart city from the aspects of policy,technology and industry,and analyzes the problems existing in the development of smart city.Taking the data of 4 municipalities and 27 provincial capital cities as samples in 2016,using the evaluation model based on entropy weight-"downside" distance to measure the development level of smart cities in 31 cities,calculate the comprehensive ranking of each city and the ranking of each subsystem;analysis the correlation of the six subsystems,and the cluster analysis of 31 sample cities.Finally,based on the problems found in the empirical analysis,suggestions are made from four aspects:strengthening ecological investment construction,optimizing the talent system structure,improving the top-level design of smart cities,and promoting technological innovation.The innovation of the thesis are as follows:First,the evaluation index system established in this thesis fully considers the collectability and comparability of indicators based on the connotation of smart cities,and greatly improves the application ability of the indicator system.Secondly,the calculation formula of entropy weight method is improved to overcome the defects of traditional entropy weight method,so that the entropy weight calculated by the index with similar entropy is similar.Thirdly,in view of the shortcomings of the traditional TOPSIS method when using European distance measurement,the relative closeness is calculated by using the "vertical" distance,which makes the evaluation model more accurate and reliable.
