Analysis On The Difference Of The Use Performance Of Poverty Alleviation Fund In County

The year 2020 will be a decisive year for China to achieve its ambitious goal of comprehensively lifting people out of poverty.As the most direct means to help poor areas and poor farmers,improving the performance of the fiscal poverty alleviation fund is of great significance to the realization of the poverty alleviation target in the year and the effective avoidance of poverty in the areas that have been lifted out of poverty.Counties in our country due to the geographical location,poverty,and the size of the financial,social and economic environment factors such as there exist certain differences lead to the poverty alleviation funds use performance,analysis of county poverty alleviation funds use performance difference and its reason,the advanced county Shared between poverty alleviation funds usage patterns,give full play to their role as the poverty alleviation funds is of great significance.This paper USES qualitative and quantitative analysis to analyze the use status,use performance,influencing factors and differences of poverty alleviation funds in ji 'an county,sunit right banner and qingtian county.On the basis of this,the author puts forward some Suggestions on improving the use performance of poverty alleviation funds from the aspects of poverty alleviation fund supervision,investment structure,industrial development and poverty alleviation policy adjustment.This paper analyzes the use of poverty alleviation funds in jian county,sunit right banner and qingtian county from three perspectives: source structure,use situation and use efficiency of poverty alleviation funds.With the large-scale investment of poverty alleviation funds,the poverty incidence rate in the three counties has been significantly reduced,the per capita disposable income of the poor population has been greatly increased,the rural infrastructure has been greatly improved,and the cause of science,education,culture and health has been booming.From the perspective of the investment structure of poverty alleviation funds,the three counties have great differences in the investment structure of poverty alleviation funds.Jian county mainly invested in infrastructure construction and health poverty alleviation,sunit right banner and qingtian county mainly invested in industrial poverty alleviation,relocation of land transfer poverty alleviation and renovation of dilapidated houses,with less investment in education poverty alleviation.Some Suggestions are put forward in this paper,which suggests that the investment structure of poverty alleviation funds should be adjusted,especially the investment in education,training and health care should be increased,so as to improve the stock and quality of human capital in poor areas.In this paper,data envelving(DEA)method and Malmquist index were used to evaluate the use performance of fiscal special poverty alleviation funds from 2014-2018 in jian county,sunit right banner and qingtian county respectively from the static and dynamic perspectives,and the differences between these counties were compared.The following conclusions are drawn: qingtian county has the highest performance in the use of poverty alleviation funds,followed by sunit right banner and jian county.In qingtian county,the remuneration to scale of poverty alleviation funds remains unchanged,while in ji 'an county and sunit right banner,the phenomenon of diminishing remuneration to scale appears,indicating that ji 'an county and sunit right banner need to adjust the scale of poverty alleviation funds to improve the performance of poverty alleviation funds.The total factor productivity of the use of special poverty alleviation funds in three counties has been decreasing continuously.Technical efficiency is the main factor affecting the total factor productivity of the use of special poverty alleviation funds in three counties,and the decline of technological progress is the important reason for the continuous decline of total factor productivity.Therefore,it is necessary to introduce advanced production technology to improve the use performance of poverty alleviation funds while strengthening the supervision of poverty alleviation funds.
