Performance Evaluation Of Precision Poverty Alleviation In Deep Poor Counties In Guizhou Province Based On Factor Analysis And DEA

The implementation of the targeted poverty alleviation strategy is an important way of poverty alleviation in the poor areas of China at this stage,and has created a new situation in poverty alleviation with Chinese characteristics.On the one hand,we must affirm the existing achievements;on the other hand,we must also recognize the arduous task of tackling poverty,and in particular we should pay attention to the deeply impoverished areas where there is a relatively concentrated population of non-poverty.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi emphasized that China's current poverty alleviation task should focus on the deeply impoverished areas.For this reason,this study analyzes the performance of targeted poverty alleviation in deep poverty areas in order to identify shortcomings in a timely manner and improve the efficiency of targeted poverty alleviation,which is of great significance to regional poverty alleviation work and regional development.This paper takes 14 deeply impoverished counties in Guizhou Province as the research object,and uses factor analysis and DEA model to evaluate and analyze their precision poverty alleviation performance.First,it summarizes the current research status of precision poverty alleviation performance in deep poverty areas at home and abroad,defines the concepts involved,and sorts out related theories.Secondly,it introduces the deep poverty-stricken counties in Guizhou Province and the related situation of targeted poverty alleviation.Then,based on factor analysis and DEA model,empirical analysis of precision poverty alleviation performance in deep poverty counties of Guizhou Province was conducted,and the empirical results were evaluated and analyzed.Finally,the conclusions of the study are summarized,and suggestions for improving the performance of precision poverty alleviation in deeply impoverished counties in Guizhou Province are given.Through empirical research,the following results are obtained:First,the research framework based on the combination of factor analysis and DEA model can more comprehensively evaluate the performance of precision poverty alleviation,and can analyze the causes of good and bad performance;Second,through factor analysis and DEA model The performance evaluation of precision poverty alleviation in the deeply impoverished counties of Guizhou Province was obtained,and the results of precision poverty alleviation and efficiency of poverty alleviation in each county were obtained.Third,based on factor analysis and DEA model empirical results,the former comprehensive score and the latter comprehensive efficiency score Dividing the level of high and low,divided the deep poverty counties of Guizhou Province into four categories with different levels of precision poverty alleviation performance,which can better evaluate the performance.Fourth,the difference in the scale of precision poverty alleviation in 14 deep poverty counties in Guizhou Province is large,and the overall scale income problem is prominent.Based on the empirical results,precision poverty alleviation in deep poverty counties in Guizhou Province should start with the establishment of an open and comprehensive Guizhou Province poverty alleviation information and data platform,rational allocation of resources for precision poverty alleviation,and full-process supervision,multiple measures to simultaneously improve the technical level of precision poverty alleviation in poor areas,Macroscopically co-ordinate the economies of scale in poverty-stricken areas to achieve long-term effects of poverty alleviation to improve the performance of targeted poverty alleviation in counties.
