A Game Study Between Cadres For Poverty Alleviation And Farmers In The Process Of Precision Poverty Alleviation

Since ancient times,the relationship between the state and farmers has been a topic of frequent discussion.It is a good choice to study the relationship between the state and farmers from the township level govemment.Because in the daily social governance,the interaction between the township government and farmers is the most common.In this study,S village in Guizhou province is taken as the field work site.In the context of benefiting farmers,the interaction between poverty alleviation cadres and villagers is expounded and analyzed by means of field investigation and "process-event analysis".Furthermore,the behavioral strategies and logic of poverty alleviation cadres and villagers in S village are analyzed.The study found that the allocation of resources to benefit farmers by poverty alleviation cadres and villagers in S village would result in a series of game behaviors.The Help-the-poor Department will take the measures of using rules,dividing and governing,relying on the social network of acquaintances and using discipline according to its reported information advantages and position advantages,and adopt two complementary governance means of technical governance and emotional governance to make itself in a favorable position in the game.Farmers will respond by using social connections,exerting pressure,showing weakness,using sympathy and pretending to be obedient to avoid risks.In the process of interaction,both sides will adjust their game strategies at any time to maximize their benefits.The results show that farmers are in a more favorable position in the dynamic game during the interaction between township governments and farmers.Although state power is a tangled web,in this power network,the strong and the weak exist together,the rational and the emotional combination,inseparable from each other.However,no matter how complex and dense this power network is,farmers will always find its loopholes in the interaction with it,and form their own set of power strategies to dissolve this dense network of state power,so as to be in a favorable position in the game and at the same time,It also creates a complex image of the farmer.
